Primary Objective The City of Bloomington is seeking an individual to effectively supervise, participate, direct and coordinate the planning, design and construction of streets, trails, parks, sanitary and storm sewers, water distribution systems, and related infrastructure in the City in a manner that will effectively meet the needs of the City.

Examples of Duties - Keeps City Engineer or assigned supervisor promptly informed of important developments in areas of accountability to ensure prompt resolution of problems, and a thorough understanding of construction programs
- Supervises others in the performance of the above assignments
- Participates in the departmental safety programs and identifies and follows up on safety aspects in the workplace
- Prepares components of the Division's budget submittals and monitors its implementation and conformance
- Assist with the development of request for proposals
- Manage and execute contracts with outside firms
- Performs related work as apparent or assigned
Water Resources: - Prepares, assists, and collaborates on designs for projects as directed, including layouts, alignments, profile grade and stormwater design of streets or trails, and supervises the plan work for such projects
- Develops specifications and special provisions for comprehensive projects and water resource related projects
- Directs construction for sewer, water, and storm sewer installations, and other assigned projects, to ensure their conformance to specifications and provisions
- Reviews plans of developers, building permits, lot surveys and pool permits as they relate to storm sewer construction, drainage and sediment and erosion control on private property to insure they conform to City policy or other requirements
- Administers compliance for the Bridge and Structure Inspection program
- Responds to citizen inquiries regarding grading, drainage and erosion control related issues
- Regularly works with outside agencies like ACOE, MnDOT, MnDNR, Hennepin County, BWSR, MPCA, and watershed districts, to ensure successful project outcomes
- Prepares Council agenda materials for construction and other related items
- Conducts storm sewer pipe capacity and catch basin spacing computations for City projects to meet State Aid standards
- Manages and utilizes city stormwater models to analyze, predict and assess impact of proposed infrastructure changes and collaborate with engineering and planning teams to develop stormwater management strategies
- Utilizes asset management software to track, analyze, and optimize the city's stormwater assets to facilitate proactive maintenance planning and enhance overall efficiency of asset management practices
- Assists with implementation and management of the city's MS4 permit by coordinating monitoring, reporting, and compliance activities
KNOWLEDGE, SKILLS, & ABILITIES REQUIRED- Ability to communicate effectively orally and in writing with City Council, commissions, employees, contractors, other government agencies and the public

Minimum/Desirable QualificationsMINIMUM QUALIFICATIONS - Bachelor's degree in Civil Engineering or a closely related field
- Professional Engineer License in the State of Minnesota
- Two years of experience involving computer operation including computer drafting, word processing and financial systems
- Valid driver's license
DESIRABLE QUALIFICATIONS- Work experience in an engineering operation for a city or county
- Experience in municipal design
- Experience supervising technical or seasonal employees
- Additional computer experience in ArcMap, AutoCad, CityView, XPSWMM, HydroCAD, Asset Essentials or similar industry software
- Experience preparing budgets
- Experience with One Office construction management software
- Experience with the Minnesota Wetland Conservation Act (WCA)
- Experience with the Minnesota State and Federal Aid systems
- Possess MnDOT Bridge Inspection Team Leader, NHI Safety Inspection of Inservice Bridges, NICET Level III or IV Bridge Safety Inspector or other bridge inspection certification
