Position Description Under general supervision, the Landscaping Architect Project Manager will support the development of projects that align with the Harris County Toll Road Authority's (HCTRA) mission and guiding principles. Individuals in the position will be responsible for planning, executing, and managing projects, ensuring they are completed on time, within budget, and meet quality standards. In addition, this role will manage and deliver multiple complex planning, placemaking, design, and construction projects, such as streetscapes, public spaces, bridges, detentions basins, facilities, and pedestrian-bicycle facilities;including ongoing programs like the Barrier Free HCTRA and Hardy Downtown Connector. The Landscaping Architect Project Manager must possess excellent communication, project management, and organization skills, as well as a proven track record of delivering successful landscape architecture projects.
Duties and Responsibilities:- Project Management: Manages project scope, cost, schedule, and operational activities; oversees consultants and contractors.
- Quality Control: Reviews plans, supervises projects, and conducts inspections.
- Stakeholder Engagement: Communicates with project stakeholders, ensuring all parties are informed of project status, budget, timelines, risks, and emerging issues.
- Project Planning: Oversees the planning and execution of projects, including defining project scope, goals, and deliverables that support business objectives.
- Reporting: Develops and delivers presentation graphics, including hand drawings and 2D/3D renderings, to boards, community groups, and stakeholders.

RequirementsEducation and Experience:- Bachelor's Degree in Landscape Architecture, Planning (Urban & Regional; Transportation), Engineering, or a similar field and five (5) years of experience designing and managing Landscape Architecture projects.
- Registered Landscape Architect (RLA) in the state of Texas.
Knowledge, Skills, and Abilities:- Strong leadership and interpersonal skills, with the ability to motivate and guide others and build effective and cohesive teams toward the accomplishment of agency and division goals.
- High level of decision-making autonomy in managing complex projects or initiatives with minimal oversight.
- Excellent verbal and written communication skills.
- Ability to effectively communicate with coworkers, the public, industry, and governmental representatives.
- Ability to work well independently or as part of a team.
- Ability to plan, organize, prioritize, coordinate, train, support, assign, and evaluate the work of subordinate managers.
- Ability to handle confidential materials with considerable personal tact and initiative.
- Proficient in Bluebeam and Adobe Creative Suite.
Physical Demands:Sedentary work - Exerting up to 10 pounds of force occasionally, and/or a negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects, including the human body. Sedentary work involves sitting most of the time. Jobs are sedentary if walking and standing are required only occasionally, and all other sedentary criteria are met.

Work Environment:This position is based in an office environment, where the use of standard office equipment such as computers, phones, scanners, and filing cabinets is routine. The physical demands associated with this job are minimal, with occasional lifting and moving of objects weighing up to 10 pounds. The role is predominantly sedentary, involving mainly sitting with occasional standing and walking.
