Description of Job This position exists to assist in managing multimillion-dollar design and construction projects for the Department of Personnel and Administration and other state agencies related to facilities and campuses. This includes working with design professionals, programming, planning, budget requests, professional consultant services, consultant selection, managing budgets, contract administration, code and regulatory compliance. Projects range from new building construction, remodel or renovation work to mechanical and electrical system upgrades. Project assistance consists of establishing guidelines, policies and procedures; provide technical planning, oversight of project design, draft and manage contracts, provide information to and advise tenants and agencies' administrators concerning construction projects, consultant selection, budget request support and construction estimating services regarding space alterations, and new construction of state facilities and infrastructure. Maintain Capitol Complex computer based plan files and Building Information Modeling (BIM). Participate in the development of the facilities and site program plans, manage and update Capitol Complex Master Plan, energy conservation programs, and facilities audits for State Agencies by assisting in the development of cost estimates, inspections, evaluations and recommendations. A summary of the duties and responsibilities will include, but are not limited to, the following: Initiates, justifies and compiles funding requests for controlled maintenance, capital construction, emergency and in-house projects in response to declining conditions of facilities, changes in facility use, program expansion, code change and implementation of State Department regulations. This process is well documented in the Office of the State Architect's project guidelines. This position will follow state statutory requirements, State Fiscal rules and State Building Program (SBP) Policies and Procedures. Conducts the process of selecting professional architectural and engineering design consultants. Negotiates fees, contracting, terms of contract and the scopes of work. Supports all projects by processing background checks through ASACK, key requests and scanning archive project folders. Develops and manages capital construction, controlled maintenance, in house and emergency projects to include the initial concept scope, feasibility study, budget formulations, contracting, contract management and construction review. Provides professional consulting recommendations and services to agencies and programs of Capitol Complex facilities. Works with multiple agencies to determine their space needs, program needs and identify budget requirements as well as timelines. Manage Capitol Complex digital drawing files in Autocad and Revit (BIM) models. Assists with planning work to assist agencies with test fits space planning and assist with Capitol Complex Master Plan annual updates. Previous State Service related to the work assigned to the position Project Management experience specifically related to commercial buildings, mechanical systems (including but not limited to building heating and cooling, plumbing, and electrical), space management, and/or construction Experience working with Architectural and Engineering design consultants Experience with contract management, construction review, and budget formulations Conditions of Employment: A pre-employment criminal background check will be conducted as part of the selection process.
