Hybrid Remote Work. The duties of this position are performed remotely as well as at our central office in Salem. The ability to report to Salem is required when business or operational needs are dependent on onsite activities.

What we are looking for:As the State Forests Engineer, you will apply extensive engineering knowledge and experience to difficult natural resource issues related to roads, water quality and other related activities and resources. Some Duties will include:
- Provide technical consultation and develop technical strategies and guidelines for the Division.
- Make recommendations for formal Division policies regarding forest roads, access, logging and related compliance with the Clean Water Act, the federal Endangered Species Act, and other environmental standards.
- Serve as the primary and senior technical engineering resource for district personnel in the review and approval of engineering plans and development of cost estimates.
- Serve as a subject matter expert in the development and review of Division engineering and survey contracts.
- Responsible for the review and evaluation of new and emerging technologies and methods for solving difficult and complex technical natural resource issues in a manner that maintains and enhances environmental resources in a cost-effective way.
- Provides training for district personnel to advance local expertise in engineering.
- Advises Division and agency management on technical issues and policy implications.
- Review and provide input on development of Division forest management, implementation, and annual operations plans.
Minimum QualificationsFour years of engineering experience
AND
Two years of experience in an environmental protection/control program (the environmental experience may be gained as part of the engineering experience or in addition to the engineering experience)
AND
a Bachelor's degree in an engineering field such as Forestry, Environmental, Chemical, Civil, or Mechanical or three more years of engineering experience.
Note: This position requires registration as a Professional Engineer.Note: Driver's License Check - This position requires the operation of a state vehicle for the purpose of conducting official State business. If your license is from outside Oregon, you must submit at least a three-year court/DMV printout. If you have an Oregon driver's license, a record check will be conducted on the top candidate to ensure a valid license and acceptable driving record.
Desired Skills:- Ability to perform engineering consultations for the protection of natural resources.
- The technical input this position provides to the department must be produced with no technical supervision and limited real-time peer review. As such, the individual must work in an environment of self-reliance and professional integrity.
- Ability to conduct and make decisions on technical analysis of transportation, roads, logging systems, and environmental data including data interpretation, presentation, and conclusions, and develop and propose improvements to associated Division policies, plans, and performance measures.
- Ability to develop and make decisions on recommended and acceptable road management practices on a general planning level as well as on a site-specific level.
- Provides technical consultation and review of difficult and complex forest engineering activities with potentially high fiscal, environmental, and operational impacts.
- Ability to review and interpret federal and state statutes, regulations, policy, and technical guidance related to forest engineering and associated natural resources.
- Experience performing property line and corner surveys.
NOTE: As specified in the SEIU contract, because the employee in this position is classified as an Environmental Engineer 3, and is required to be licensed per the requirements of ORS Chapter 672, they shall be paid an additional five percent (5%) above their base rate of pay.
