Compliance Services Branch of the Division of Water Resources Public Water Supply Section helps ensure that all public water supply (PWS) systems statewide are in compliance with the federal Safe Drinking Water Act, the NC Drinking Water Act, and other related rules and regulations. This TL EPC - Rule Making & Compliance position assists with implementation of the Lead and Copper Rule Revisions and Lead and Copper Rule Improvements (LCRI), specializing in requirements of the daycare and school sampling programs.
Position requires the ability to comprehend and properly interpret regulatory documents, perform detailed review and analysis of data sets, evaluate data and identify relationships and trends conducive to system evaluation and improvement, and effectively communicate regulatory and technical information to a range of audiences (little to no subject matter knowledge to subject matter experts). Site visits require the ability to navigate through rough and uneven terrain and work in unfavorable conditions, including exposure to heat/cold/inclement weather, noise, dust, fumes, machinery, and insects. May drive state vehicles; NC Driver's License required. Occasional overnight travel required.
Key Roles and Responsibilities Rule Specialist - Ensure rules of responsibility are properly implemented and consistently applied to protect public health
- Read, review, and understand federal and state drinking water regulations and Public Water Supply Section policies
- Review spreadsheets and analyze reports and predictive modeling/statistical methods proposals; ensure all proposals and reports meet criteria set forth in NC's guidance document, and obtain clarification when needed
- Provide regulatory guidance, citations, and policies to system owners/operators; enforce testing requirements; track and evaluate systems' compliance; assist in the preparation of enforcement documents and issue notices of violation and other written notifications
- Respond to phone calls and written inquiries within timeframes established by the Division
Regulatory Consultation and Outreach - Develop guidelines and presentations related to the requirements of the daycare and school sampling programs for both internal and external use
- Provide training to internal and external entities to improve knowledge base and understanding concerning compliance with the federal Safe Drinking Water Act, the NC Drinking Water Act, and other related rules and regulations
- Provide accurate, up-to-date advice, recommendations, and assistance to water system owners, managers, operators, laboratory representatives, consulting engineers, and Public Water Supply Section staff on regulatory and technical matters related to water quality, monitoring requirements, treatment processes, and other drinking water rule requirements
System-Specific Assistance - Train Regional Office staff to identify and overcome challenges in providing technical assistance for water systems that must meet new LCRI requirements (Service Line Inventory, schools and daycares, etc.)
- Work collaboratively to develop strategies to improve water systems' compliance and reduce violations and penalties, and perform Compliance Assistance Team (CAT) visits
- Notify targeted water systems of upcoming compliance deadlines; make inquiries, as necessary, for providing assistance to systems to resolve outstanding compliance issues and help them return to compliance

Public Water Supply (PWS) Section promotes public health by ensuring that safe, potable water is available in adequate quantities to the residents and visitors of North Carolina served by PWS systems by assuring that such systems are properly located, constructed, operated, and maintained. PWS systems provide piped drinking water to at least 15 connections or 25 or more people 60 or more days per year. The section has branches and programs for: implementation of the mandates of the federal Safe Drinking Water Act; review and approval of plans and specifications for new and expanding or improving PWS systems; inspections, investigations, and technical assistance; emergency responses and complaint investigations; source water assessment, protection, and wellhead protection; capacity development; and administration of an operating fee permit program.
