General Description and Classification Standards
Directs, manages, supervises, and coordinates the business diversity programs and operations of the airport. The Airport Director has broad responsibility for the overall organization, staffing, budgeting and operations of the unit, and the creation and attainment of departmental goals and performance objectives. This is a high level of strategic and operations management reporting to a top department executive or a department deputy. Position manages a primary function of the department and recommends operating policy and procedure subject to department executive approval. This level would be expected to manage either a varied array of professionals and manager. This is NOT a routine promotional level and the specific justification for classification at this level must be documented.
Supervision Received
This position works independently and attends regular meetings with senior management. Routinely collaborates with managers and other directors to accomplish common goals. Direction received is very general and focuses more on long-term and short-term operating objectives.
Essential Duties and Responsibilities
Develop and implement the Diversity, Equity & Inclusion (DEI) strategy in alignment with the Airport's mission, vision, and values. Must be a proactive individual with proven involvement and leadership in DEI initiatives. Committed to supporting and advancing the diversity plan while fostering solid relationships with internal and external stakeholders and suppliers. Exhibit a deep passion and unwavering commitment to DEI both professionally and personally. Evaluate organizational efforts supporting the DEI program, establish best practices, and identify initiatives or programs to address barriers affecting supplier development, growth, and sustainability. Research, develop, recommend, and implement creative strategies to achieve the Capital Improvement Program's diversity goals. Lead in the development and execution of outreach events, training, and webinars for minority and majority contractors, trade partners, vendors, and suppliers. Build strong relationships with trade and professional organizations and certifying agencies.
Engage in professional development opportunities to remain current on industry-standard procedures and trends, ensuring the program remains relevant and of value to the contracting community and the Airport. Establish departmental goals and evaluate the effectiveness of work processes, systems, and procedures. Directs and participates in developing and administrating the departmental budget. Prepares reports and recommendations concerning budgetary and staff requirements of proposed projects and programs. Ensures the Airport complies with U.S. federal regulations and interprets applicable laws, regulations, and policies to ensure compliance. Manages designing, developing, and implementing enterprise-level programs that advance supplier diversity. Manages monitoring contract compliance and achieving participation goals on the Capital Improvement Program (CIP) contracts with the City's Office of Contract Compliance (OCC). Monitors the Airport's annual M/FBE, SBE, DBE, and ACDBE goals for Federally funded contracts reported to the FAA. Oversees annual M/FBE, SBE, DBE, and ACDBE reporting and develops metrics to measure performance.
