Position Description

Advertised Job Summary
Manages the daily operation and maintenance of the University of South Carolina's five Central Energy Facilities, operating on a 24-hour, seven day a week basis, providing steam and chilled water to Columbia campus buildings including the responsibility of the overall safe, efficient and reliable operation of sophisticated steam boilers, fuel handling equipment, and chilled water equipment, with an approximate value of over 32 million dollars.
Job Related Minimum Required Education and Experience
Requires a bachelor's degree and 5 or more years of experience, which may be substituted by an equivalent combination of certification, training, education, and/or experience.
Required Certification, Licensure/Other Credentials Preferred Qualifications
Bachelor's degree and 7 years construction and maintenance experience.
Knowledge/Skills/Abilities
Incumbent must possess excellent leadership and management abilities; interpersonal skills and the ability to interface and work well with subordinates, peers, outside departments and other business professionals; excellent organizational, planning and scheduling, problem solving and team building, oral and written communication skills; extensive working knowledge of mechanical and piping systems; basic knowledge of the electrical and other trades; and the ability to manage multiple and complex duties concurrently, prioritize work activities in alignment with the goals of the department, meet time restrictions and work within specific resource limitations, assess training needs of subordinate employees, make fact based decision, build positive customer relationships, and project a positive image which encourages high morale and team spirit and promotes confidence, usefulness, and purpose.

Under the direction and leadership of the Energy Facilities Assistant Director, manages the operation and maintenance of five USC Central Energy Facilities including chilled water and electricity by communicating with the Energy Facilities Assistant Director and other facility maintenance personnel;
Planning, inspecting, verifying, communicating, and troubleshooting energy facility issues; ensuring that corrective measures have been provided for all identified energy plant problems or concerns;
Developing and maintaining strong customer service practices including customer involvement, communication, notifications, and process reviews;
Ensuring that all energy plant activities are well-planned, scheduled and coordinated.
Represents Energy Facilities in place of the Assistant Director when necessary.

Assures the proper, efficient, safe, and reliable operation and maintenance of all campus boilers, centrifugal chillers, cooling towers, and process piping systems as well as associated auxiliary equipment.
Initiates and oversees emergency and planned maintenance programs and schedules repairs, including time and cost estimations for service work, and problem solving issues that are identified with systems that are not in safe working order, or not compliant with national and local codes and regulations, contracting with subcontractors when necessary, and meeting with regulatory personnel

Supervises energy plant personnel by providing direction, leadership, and on the job training; Assigning and reviewing tasks;
Completing Employee Performance Management System and other HR/payroll related documents;
Assisting departmental human resources in hiring, position management, and employee operation and maintenance of Energy Facility equipment.

Prepares, analyzes, and maintains reports and documents for upper management review, including daily energy plant operations, efficiency and issues in need of review, time and labor studies, incidents, work order completions, supply and equipment needs, disciplinary actions, position management information, and summations of meetings and trainings attended, in order to provide work management with necessary planning and scheduling information;
Keep management informed of incidents, issues, and needs; to meet DHEC operating permit requirements; to review trends; and to share best practices and resolve problems.
Attends meetings and communicates with senior leadership regarding the direction of Energy Services.

Oversees the chemical water treatment process for boilers, cooling towers, chillers and other associated distribution piping and equipment systems.

Determines requirements and submits requisitions for equipment, materials, supplies and services to minimize down-time.
Monitors the progress of maintenance projects performed by outside vendors in order to ensure timely completion and customer satisfaction by communicating;
Coordinating the scheduling of work with affected departments, conducting site inspections to ensure quality of work through completion of project.
