The Capital Region Partnership for Regional Invasive Species Management (PRISM) is a NYS Department of Environmental Conservation funded program delivered by the Cornell Cooperative Extension of Saratoga County (CCE Saratoga). The Capital Region PRISM proudly serves eleven counties in the Capital Region of New York including Albany, Columbia, Montgomery, Rensselaer, Schenectady and portions of Fulton, Greene, Herkimer, Saratoga, Warren, and Washington Counties.
The Aquatic Invasive Species (AIS) Program Manager deploys conservation based practices to protect our water resources, slow the spread of invasive species, and deliver strategic initiatives. The Program Manager deploys a watercraft inspection steward prevention program and provides early detection and response strategies to control aquatic invasive species. The Program Manager recruits and supervises seasonal staff, manages partner efforts, recruits and trains citizen volunteers, performs data collection and reporting, delivers programs and outreach, establishes early detection and monitoring networks, and oversees and directly performs invasive species eradication and control efforts.
This position serves as an influential advisor and consultant to partner organizations, governmental offices, members of the public, and others. This position works independently and with limited supervision, influencing policies and decisions for CCE Saratoga.

Preferred Qualifications- Degree in natural resources, conservation management, environmental science, resource management, aquatic and fisheries science, fisheries & wildlife technology, environmental biology, water and wetland resources, freshwater science, aquatic biology, limnology, environmental education and interpretation, or related fields.
- Strong organization, scheduling, and communication skills.
- Experience in a watercraft inspection steward program, or related lake steward program, aquatic invasive species identification and management; iMapInvasives, ESRI's AGOL or ARC GIS experience, and Survey 1,2,3 applications; public speaking; writing; and volunteer or staff management.
- Knowledge of current trends and practices in conservation, lake management and natural resource conservation measures.
- Experience operating and navigating small watercraft. NYS boating license to operate small, motorized watercraft.
Position Responsibilities & Essential FunctionsProgram Responsibilities:
Program Development - 5%- Provide input in the development of assigned programs.
- Support the research, identification and selection of existing resources for related programs.
- Influence the selection of program materials to address local needs.
- Make programmatic changes based on program evaluation outcomes.
Program Delivery - 20%- Serve as a subject matter resource on invasive species identification, best management practices, and demonstrating removal strategies and techniques.
- Deliver educational programs. Topics include but are not limited to aquatic invasive species identification, tracking and removal, annual Aquatic Invasive Species Training Program for Capital Region, etc. Collect data at program sites when AIS Stewards are unavailable.
- Collaborate with partner organizations. on prevention, management, and restoration programs designed to protect the environment from the negative impacts from invasive species.
- Conduct early detection searches (surveys) for emerging and high threat species within priority conservation areas.
- Represent CCE Saratoga/Capital Region PRISM at the PRISM Advisory Group and/or other groups.
Administrative Responsibilities:
Direction - 25%- Plan assigned programs, communications, and staffing needs.
- Develop, enhance, and expand relationships with appropriate public officials, agencies, organizations, industries, and community leaders.
Management - 35%- Recruit and supervise seasonal staff. Responsibilities include scheduling and conducting interviews, making job offers, training staff, assigning work schedules and assignments, reviewing and approving timecards, evaluating job performance, addressing complaints and resolving problems.
- Manage assigned programs, events, and public outreach efforts.
- Demonstrate judgement and discretion to independently solve problems and resolve conflicts that arise.
- Guide and assist partner organization with collaborative efforts.
- Occasionally oversee volunteers of the PRISM and sometimes assist with volunteer management of other organizations.
- Meet or exceed targeted program goals and objectives.
Coordination/Operation - 10%- Schedule events, meetings and trainings.
- Schedule field activities and invasive species control work; obtain property access and permitting for invasive species prevention and management.
- Collect applied research data (invasive species discovered during survey process) providing information to NYS DEC, Cornell University, or others. Tabulate, compile and manipulate collected data for program reporting purposes and for recommended treatment and control areas.
- Directly perform removal techniques for aquatic invasive species along with utilizing aquatic tools for harvesting plants like aquatic rakes, fish nets, and other related devises. Load, transport, operate and navigate small, motorized watercraft.
- Maintain teaching materials and program supplies.
- Draft standard and nonstandard reports and communications; provide information as requested to assist with preparation of reports, impact statements, and success stories.
- Prepare and submit expense reports and provide input to supervisor for budget preparation.
Professional Improvement - 5%- In cooperation with Supervisor and/or Executive Director, jointly develop and pursue a professional development plan as a means to increase competencies relative to position accountabilities and to address changes and Association priorities.
- Collaborate in activities that are in general support of Cornell Cooperative Extension and perform other duties as assigned.
