Job Duties
The Office of Drinking Water is seeking an Environmental Engineering Consultant (Deputy Field Director) for the Abingdon Field Office. The Abingdon Field Office serves the counties of Bland, Buchanan, Carroll, Dickenson, Floyd, Giles, Grayson, Lee, Montgomery, Pulaski, Russell, Scott, Smyth, Tazewell, Washington, Wise, Wythe, and the independent cities of Bristol, Galax, Norton, and Radford. This is an excellent opportunity to work in an office filled with exceptional public health professionals dedicated to ensuring Virginians are provided safe and reliable drinking water.
The Abingdon Field Office is in historic Abingdon, Virginia, home of the Barter Theatre (state theatre of Virginia) and a site on the Crooked Road, Virginia's Heritage Music Trail. With four distinct seasons, Abingdon and Southwest Virginia offer access to hiking, boating, golf, NASCAR, and snow and water skiing. The Southwest Virginia Higher Education Center in Abingdon offers bachelor, master, and doctoral degrees from a consortium of public and private higher education institutions including Virginia Tech, University of Virginia, Old Dominion University, Radford University, Virginia Commonwealth University, East Tennessee State University, King University and Emory & Henry College.
Under Section 32.1-167-176 of the Code of Virginia and the Federal Safe Drinking Water Act, the Department of Health (VDH) is required to provide safe drinking water regulations. The Environmental Engineering Consultant manages the technical services and permitting programs in the field office and serves as the subject matter expert within and outside the agency in a variety of technical areas.
Critical duties of this position include:
(1) Technical program management
(2) Provide high level technical assistance
(3) Oversee the permitting program in the Office
(4) Assist and supervise technical staff
(5) Conduct quality assurance program reviews
(6) Research technological developments
(7) Recommend changes to policies and regulations
(8) Support optimization efforts of regulated community
(9) Assist in the overall administration and management of the field office.

Minimum Qualifications
A Virginia Professional Engineering (PE) license or the ability to obtain within 1 year
2. Working knowledge of engineering principles and practices, biology, microbiology, chemistry, and math
3. Extensive knowledge of technology associated with the provision of drinking water.
4. Ability to communicate effectively in English, including written and verbal communication, and to produce technical reports.
5. Ability to review technical work product.
6. Ability to present information before groups and in public meetings.
7. Ability to interpret regulations and technical documents.
8. Ability to manage complex projects and regulatory programs.
9. Comprehensive knowledge of drinking water laws, regulations, standards/methods
10. Ability to effectively supervise others.
Additional Considerations
1. Program management experience.
2. Familiarity with process improvement and optimization.
