General StatementThe Environmental Health Division Manager, under limited supervision, performs professional work managing, planning, and organizing all environmental health related programs and staff for the Union County Public Health Department. Work includes monitoring public health trends and adjusting programs as needed. Work also includes ensuring initial and ongoing training, registration, and work standards for staff by developing policies and procedures for all programs. Employee must exercise considerable initiative and independent judgment in appraising situations and making decisions. Employee must use tact and courtesy in frequent contact with employees, the public, associated professionals, businesses and outside agencies at the municipal, county, state and federal levels.
Work is performed in accordance with Chapters 130A and 87-97 of the General Statutes of North Carolina and includes the enforcement of the Union County Ordinance for Solid Waste Management, Mass Gathering Ordinance and Public Health Regulations for Irrigation Wells in Union County. Work requires performing a great variety of duties, responsibilities and coordination of work with others.
Public Health is responsible for preparedness activities in the event of natural disasters and disease outbreaks. This position will be required to lead the environmental health response in preparedness activities and support other public health efforts as needed.
Essential Functions Serves as the administrator over all environmental health program areas to include Administration, On-site Water Protection, Food, Lodging and Institutions, Children's Environmental Health, and Environmental Health Education and Outreach.
Provides leadership and direction for other environmental health areas of concern including commercial plan review, complaint investigations, vector control, air quality, moisture and mold, hazardous waste and hazardous material spill incidents, environmental epidemiology, communicable illness outbreak investigations, and emergency preparedness activities.
Develops comprehensive policies and procedures for all environmental health programs.
Develops short and long-term objectives, establishes goals, priorities, and deadlines for these programs and reviews and revises these as necessary in accordance with a change of needs in the community or to protect public health.
Participates in the selection and orientation of new staff; provides feedback to staff through performance evaluations, coaching, staff and one-on-one meetings; and arranges training to advance necessary job-related skills.
Manages administrative and front-line customer service staff, including work scheduling, data entry and reporting, financial transactions, budgeting, purchasing card reconciliation, billing and refunds. Ensures compliance with established public health documentation retention schedules.
Oversees the processing of division specific public records requests and maintenance of archived electronic documents.
Responsible for use, maintenance and assignment of county vehicles by Environmental Health Division staff. Ensures compliance with Union County Vehicle Use Policy.
Oversees environmental health equipment inventory including ordering, cleaning, maintenance, replacement and staff training and usage.
Develops the Environmental Health Division budget to include the operations, capital outlay, expansion needs, revenue from fees, and grants, after consultation with the Public Health Director.
Monitors State Agreement Addendums for budgetary and performance related deliverables.
Develops proposed fees for services for review by Public Health Director and adoption by the Board of County Commissioners.
Ensures that the staff of the Environmental Health Division understand and apply applicable local, state, and federal rules and laws in a consistent manner.
Develops work policies and procedures and prepares proposed ordinances or changes of ordinances for review by Public Health Director and adoption by the Union County Board of County Commissioners.
Participates in the development of statewide rules by reviewing and commenting on proposed regulatory changes, suggesting modifications to existing regulations, and serving on state rule writing committees.
Oversees Environmental Health QA/QI initiatives related to work processes and employee performance. Participates in ongoing agency initiatives to ensure customer service expectations, work quality, legal compliance and efficiency.
Studies and evaluates the needs of assigned public health programs and the possibilities for expanding service.
Presents projects and proposals to the Department Director and upper management.
Manages the development of new projects from inception to completion: reviews proposals and confirms that the project budget is sufficient.
Leads environmental health division software selection and use, functionality, reporting, staff training and ongoing communication with vendor(s).
Represents and articulates the interests of the division in meetings with the Human Services Board, Board of County Commissioners and other boards or study groups in the county and region.
Provides community education and increases awareness of problems and available services by making presentations to civic clubs, schools, and local colleges about environmental health programs.
Ensures certified food safety training is provided or available for food establishment managers and food handlers operating in Union County.
Acts as the spokesperson in dealing with both the local and regional print and electronic media.
Represents Environmental Health on collaborative projects with associated county departments, non-profit organizations and state agencies.
Serves as a member of the Union County Local Emergency Planning Committee, representing the division and providing subject matter expertise as necessary.
Serves as a member of the Public Health Department's Epi Team, planning and assisting with the response to possible epidemiological matters including communicable disease and the prevention of food borne disease.
May serve in the Union County Emergency Operations Center making decisions regarding the impact on the community on matters of environmental health concern.
Represents Environmental Health in monthly legal meetings with BCE, Planning, Zoning and Fire Services to discuss pending compliance issues.
Compiles and validates complaint investigation documentation related to pending legal cases.
Represents Environmental Health in court actions.
Performs other related duties as assigned.
QualificationsMINIMUM QUALIFICATIONSEducation and Experience:Bachelor's Degree from a National Environmental Health Science and Protection Accreditation Council (EHAC) accredited program. Employee must have a minimum of 30 semester hours or its equivalent 45 quarter hours in physical, biological, natural life or health sciences, five (5) years of experience in environmental health including three (3) years of supervisory and administrative experience; or equivalent combination of education and experience.
Licenses or Certifications:Current Registration as an Environmental Health Specialist with the North Carolina Board of Registered Environmental Health Specialists.
Current Delegation of Authority by the North Carolina Division of Public Health, Department of Health and Human Services in three (3) or more environmental health program areas.
Must have a valid Driver's License and be able to maintain a safe driving history as defined by the Union County Vehicle Use Policy.
Special Requirements: Within thirty (30) days of employment, employee must provide immunization records, provide proof of immunity, or receive/start the required vaccination series, as applicable, along with complying with any necessary screenings, as required by the Union County Department of Public Health.

Supplemental InformationPHYSICAL DEMANDSMust be physically able to operate a motor vehicle. Must be physically able to operate a vehicle, able to exert up to 30 pounds of force occasionally and/or a negligible amount of force constantly to move objects. Significant degree of walking, standing, and bending required. Physical demand requirements are in excess of those for Sedentary Work. Light Work usually requires walking or standing to a significant degree. However, if the use of arm and/or leg controls requires exertion of forces greater than that for Sedentary Work and the worker sits most of the time, the job is rated for Light Work.

LEAVE PROGRAMS VACATION LEAVE Vacation leave is accrued based on creditable years of service in the Local Government Employees Retirement System.
SICK LEAVE For full-time County employees, sick leave accrues at eight (8.0) hours per month. Benefitted part-time employees accrue prorated sick leave based on a percentage of the full-time rate. Your unused sick leave balance can be applied as creditable service toward a service retirement under the guidelines of the NCLGERS.
SICK LEAVE TRANSFER FROM OTHER AGENCIES Unused sick leave earned from another North Carolina Governmental Agency and/or entity, will be accepted and transferred to the County as follows: twelve (12) sick leave days will be transferred and added to the employees active sick leave balance after completion of six (6) months of employment. The remaining balance of sick leave documented for transfer at the time of employment will be recorded in the employees permanent personnel file.
