This position oversees the Environmental Resources Compliance division. Performs supervisory, technical and administrative work in compliance of all utilities permits, and planning functions including comprehensive planning, water management district regional plans, water conservation program, water resource planning and evaluation, capital and repair and replacement projects planning, asset management, grants, monitoring regulatory legislation and implications, evaluating alternative water supplies, per capita water use, as well as other related plans and/or special projects. Work is performed under general supervision of the Director and/or Assistant Utilities Director. Essential Job DutiesThe following duties are normal for this position. The omission of specific statements of duties does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification. Other duties may be required and assigned. - Coordinate potable/wastewater/reclaimed water supply planning and analysis including demand projections.
- Manages water management district issued water use permit(s), water use, wellfield protection, and other related permitting activities including permit monitoring and compliance and modification request.
- Monitors, analyzes, and may propose modifications to proposed revisions to local, state, and federal water regulations, legislation, and determines the potential impact to the department.
- Supervises assigned subordinate staff.
- Oversees department initiatives, projects, and programs such as, but not necessarily limited to backflow/cross-connection control, industrial pretreatment program (IPP), distribution system flushing and facility maintenance programs.
- Ensures programs and procedures comply with environmental and regulatory requirements , in accordance with industry standards and accepted best practices.
- Promotes and advocates departmental policies and planning goals to advisory committees, regulatory planning groups, public workshops, and regulatory agencies.
- Responsible for reviewing and drafting responses to water management district regional water supply plans and attending regional planning council meetings or other related meetings.
- Develops, provides information to the grant coordinator, monitors and updates documents for grants and audits as needed or assigned.
- May serve as project or program manager as needed.
- Responsible for planning functions including comprehensive plan updates and amendments, drafting language, comments, presentations, presenting or attending public meetings.
- Manages and prepares loan applications for the State Revolving Fund (SRF) loan and similar loans.
- Assists with development and modification of Utilities Department strategic and department master plans.
- Develops or assists in developing workflow diagrams.
- Develops performance measures or key performance indicators in conjunction with department managers, supervisors, and staff and using industry best practices.
- Works with City communications staff on developing and implementing protocols for public notifications.
- Employee may be subject to work outside normal business hours for field visits, presentations, and other events.
- This is an essential position and will be required to work extended hours before, during, and after hurricanes or other disasters or emergency events.
- Promotes department and interdepartmental teamwork and a culture of safety.
- Fosters positive employee relations and employee morale on a City-wide basis.
- Perform all functions and responsibilities according to the Palm Beach County Code of Ethics and Florida State Statutes 112.313.
Minimum Qualifications - Bachelor's degree from accredited college or university in Hydrology, Geology, Environmental Science, Engineering or related field.
- Three (3) years' experience in permitting, compliance, water resources planning, grants. Ability to produce and manage data with spreadsheets.
- Ability to perform research and prepare white papers, reports and other communication.
- Organizational and planning skills.
Knowledge of capital improvements projects and utilities operations. Knowledge of water use permits, conditions of issuance, and compliance. Knowledge of industrial pretreatment programs (IPP), backflow prevention, reclaimed water systems, and water quality reporting and compliance and project management. Ability to work well with employees and the public. Excellent oral and written communication skills. Ability to read and synthesize information and make recommendations. Ability to manage and prioritize routine, specialized and complex assignments and problems utilizing knowledge acquired through prior education, training, and experience. Ability to communicate effectively in oral and written form. Ability to adapt to an evolving and continually improving environment. Requires demonstrated ability to utilize personal computer and office software such as MS Word, MS Excel and electronic mail.
