Job Summary Harvard Campus Services is dedicated to supporting the University's mission by providing essential services that enhance campus life and facilities and facilitate academic and professional activities of students, faculty, and staff. Campus Services oversees staff and graduate housing, real estate, district energy and utilities, facilities management, sustainability, capital projects, dining, transportation, event services, and international supports home and abroad, ensuring that all operations are customer-focused, efficient, and aligned with sustainability practices. The majority of these non-academic services are offered to University customers on a fee-for-service basis. The Associate Vice President for Infrastructure and Auxiliary Services will play a crucial role in shaping the physical and operational landscape of the university that is comprised of 3 campuses and 600 buildings. This role will oversee a budget of approximately $300M, driving innovation, and ensuring the highest levels of service and satisfaction. Position Description This position requires a visionary leader with a passion for excellence and a deep commitment to the university's values and goals. This is a newly formed leadership role responsible for overseeing the planning, development, and operation of the campus’ infrastructure and auxiliary services, combining teams totaling 800 individuals (union and nonunion). This position will ensure that facilities, infrastructure, transportation, and auxiliary services are aligned with the university's strategic goals, providing a safe, efficient, and engaging environment for students, faculty, and staff. Areas of specific subject matter responsibilities include: Parking, Transit and Fleet Services: Provide leadership for the team managing campus parking facilities, commuter choice, fleet services and transit and charter services. Develop strategic initiatives to enhance parking and transit operations, ensuring optimal service delivery utilizing technology and data. Foster partnerships with local transportation agencies to improve public transit options and efficiency. Champion sustainable transportation initiatives, including fleet electrification for Campus Services and schools, and oversee commuter choice programs that promote eco-friendly commuting options. Work with University stakeholders including University Benefits office to ensure alignment with university needs. Lead the development and implementation of commuter choice programs that incentivize alternative transportation methods. Collaborate with external partners to secure benefits for the campus community and enhance commuter satisfaction. Oversee data collection and analysis and feedback to evaluate program and operational effectiveness and guide future improvements. Energy & Utilities: Oversee the management team responsible for district energy facilities that supply essential utilities to the campus. In partnership with the Office for Sustainability, lead initiatives to integrate renewable energy sources, as we transition to fossil free system, in our district systems and overall utility strategy. Ensure the continuous reliability and efficiency of energy systems, supporting the need for programs to run without interruption. Oversee the review of large capital projects for adherence with best practices in energy and facilities and coordinate Campus Services’ coordinated comments on large capital projects. Support the University’s procurement strategy for utility procurement. Facilities Management Operations: Guide the facilities management team in maintaining and enhancing the physical campus environment, including but not limited to building operations and maintenance, custodial cleaning and event setup, landscape maintenance, fire safety, and recycling and waste management. Establish and uphold maintenance standards to ensure a safe, clean, and welcoming campus. Leverage technology to streamline facilities management processes, preventative maintenance and increase operational efficiency. Support best-in-class operational technology strategy informed by on-the-ground feedback and cutting-edge sustainability and efficiency needs. Additional Auxiliary Services: Direct the management of the Campus Service Center, ensuring it serves as an effective resource for student, faculty and staff needs. Set high standards for customer service and operational efficiency within the service center. Oversee the University’s ID card strategy and services. Implement innovative solutions to modernize service center operations and improve user experiences. Basic Qualifications Bachelor’s degree in Facilities Management, Engineering, Business Administration, or a related field; Master’s degree preferred. Minimum of 12 years of leadership experience in facilities management, construction, transportation, or auxiliary services, with experience overseeing large, diverse teams and operations. Additional Qualifications and Skills Proven track record of managing large-scale infrastructure projects and auxiliary services. Strong leadership, strategic thinking, and financial acumen skill, managing complex budgets. Strong communication and interpersonal skills. Ensure the operations center is equipped to respond effectively to emergencies and maintain campus continuity. Oversee the teams responsible for mail and print services and select other ancillary services. Cross-Cutting Responsibilities: Infrastructure Management: Oversee the maintenance, operation, and improvement of campus buildings, grounds, and infrastructure, on a fee-for-service basis. Develop and implement comprehensive facilities management practices that include preventive maintenance, energy management, and sustainability initiatives. Collaborate with academic and administrative departments to meet the current and future infrastructure needs of the university, balancing service, sustainability, cost, and reliability. Foster project management best practices. Ensure compliance with all local, state, and federal regulations and standards. Infrastructure Capital Planning, Construction and Renewal: Lead the planning and execution of district energy, utility, and parking infrastructure projects across campus. Work closely with architects, contractors, and stakeholders to ensure projects are completed on time, within budget, and to the highest quality standards. Manage the capital budget for infrastructure projects, including the prioritization and allocation of resources. Customer Service: Enhance the quality, efficiency, and profitability of services, ensuring they meet the needs of the campus community and support the university's mission by regularly engaging with University stakeholders. Implement customer service and marketing strategies to improve user satisfaction and engagement. Safety and Risk Management: In partnership with Environmental Health and Safety, develop and oversee comprehensive safety and risk management policies for all infrastructure and auxiliary service operations. Promote a culture of safety across the new combined organization through training, communication, and compliance initiatives. Strategic Planning and Budgeting: Oversee strategic planning for the areas of responsibility, partnering closely with other Campus Service and University leaders. Prepare and manage annual budgets for all areas of responsibility, ensuring fiscal responsibility and alignment with strategic priorities. Set fees and rates for customers through a transparent methodology, utilizing best practice service level agreements where applicable. Develop and monitor performance metrics and make data-driven decisions to improve efficiency and effectiveness. Leadership and Team Management: Serve as a member of the Vice President for Campus Services senior leadership team. Lead a diverse team of facilities, energy, transportation, and auxiliary services professionals. Foster a collaborative, inclusive, and high-performing work environment.
