Examples of Duties The Assistant Director for Community Development oversees major functions and activities in the department, principally in the Planning Division, which provides land use development review, permitting, and long-range planning services for the city. Handling the many responsibilities of a municipal planning director, this work is done in very close coordination with other teams within and outside the department. The day-to-day work supports the performance and development of ten professionals who manage the city’s code services, current planning, and long-range planning functions. As a key member of the department leadership team, the Assistant Director advises on, and aligns resources to accomplish, building, active transportation, economic development, and revitalization goals and programs. Tigard’s Community Development Department is a leader in community engagement, affordable housing, carbon-responsibility, and equitable access. The desired candidate will have experience and a high-level of understanding of the state’s mandates on housing and Climate-Friendly and Equitable Communities initiatives to represent Tigard regionally. The position ensures that the Planning Division work program consistently implements these principles, alongside city council goals. Manages planning programs and activities, including current and long-range planning, plan review, and permit coordination for private construction in the city. Develops, implements and prioritizes goals, objectives, procedures, and policies for the Community Development Department; recommends, within departmental policy, appropriate service and staffing levels; recommends and administers policies and procedures. Develops and administers a large portion of the department's annual budget; oversees revenue and expense in the Planning Division budget and oversees contracts and supplemental budget requests as necessary. Supervises a professional staff and makes hiring recommendations to the Director as needed; delegates authorities to Senior Planning staff and mentors Associate and Assistant Planners. Ensures professional and educational opportunities are available and in support of carbon-responsible and equity principles. Embraces a management style that encourages employees to solve problems independently. Builds the self-confidence of staff to perform tasks more complex assignments. Serves as principal staff to the Tigard Planning Commission; delegates Planning Commission staffing assignments for efficiently and effectively conducting Planning Commission business, including legislative and quasi-judicial hearings and appeals. Approves Planning Commission agendas and makes recommendations on Planning Commissioner appointments. Continuously monitors and evaluates the efficiency and effectiveness of service delivery, including service delivery standards and cost recovery ratios. Manages multiple leadership-level relationships including with City Councilors, City Managers, Department Directors, Planning Directors from other cities, business leaders and other regional and state policymakers; Serves as backup Director for the department in the absence of the Community Development Director. A typical way to obtain the required qualifications would be: Equivalent to graduation from an accredited four-year college or university with major coursework in community development, urban planning, public administration or a related field AND Six (6) years of management and/or administrative experience in community development, urban planning, and/or public administration Supplemental Information Union Representation: This position is not represented by a union. Compensation: The annual range for this exempt position is $117,048.41-$153,041.36. The starting pay assignment, based on an analysis of the successful candidate’s related experience and education in accordance with the city’s pay equity policy and the Oregon Equal Pay Act, would be no higher than $137,737.22 annually. Working Conditions PHYSICAL DEMANDS Must possess mobility to work in a standard office setting and use standard office equipment, including a computer; to inspect city development sites, to operate a motor vehicle, and to visit various city and meeting sites; vision to read printed materials and a computer screen; and hearing and speech to communicate in person, before groups, and over the telephone. This is primarily a sedentary office classification although standing in work areas and walking between work areas may be required. Finger dexterity is needed to access, enter, and retrieve data using a computer keyboard or calculator and to operate standard office equipment. Positions in this classification occasionally bend, stoop, kneel, reach, push, and pull drawers open and closed to retrieve and file information. Employees must possess the ability to lift, carry, push, and pull materials and objects weighing up to 25 pounds. ENVIRONMENTAL ELEMENTS Employees work in an office environment with moderate noise levels, controlled temperature conditions, and no direct exposure to hazardous physical substances.
