This is achieved by conducting field inspections, verifying code compliance, and responding to citizen complaints about building or zoning violations. Additional responsibilities include maintaining records, researching methods and codes, reviewing construction plans, and interacting with contractors and other departments. The role also involves providing departmental support and engaging with City employees and citizens. Depending on the level, the position may assist with staff training, schedule workloads, provide guidance, and function as a lead without direct supervision. Key Responsibilities: Compliance and Inspections: Conduct field inspections of commercial and residential properties; review building, electrical, and maintenance codes and zoning ordinances; ensure adherence to approved plans; issue citations; follow up on compliance; resolve issues; issue certificates of occupancy; and perform final inspections. Interaction and Coordination: Explain code requirements and corrections to citizens, contractors, and other departments; investigate citizen complaints; coordinate actions with other employees and departments; verify City policies and procedures; and review code compliance with product manufacturers, building designers, and engineers. Record Maintenance: Maintain records by entering information into the computer system, recording inspections, preparing inspector's tickets, correcting inspection information, and writing correction orders. Research and Code Review: Study manufacturers' literature and tests from code underwriters and laboratory testing agencies; review plan documents and keep updated with changes in City codes. Leadership and Departmental Support: Assist with staff training; schedule workloads; provide guidance; support the Unsafe Building Program by researching tax records; submit payroll time sheets; purchase supplies; attend safety meetings; ensure City vehicle maintenance; and perform other duties as assigned. Education and Experience: Building Inspector I: A high school diploma or GED and one (1) year of construction experience. Building Inspector II: A high school diploma or GED and one (1) year of municipal, county, or federal building inspection or commercial construction experience. One or more International Code Council Certification(s), Texas Plumbing Inspector’s License, or other State-issued trade license. Other combinations of education and experience may be considered. Certification and Other Requirements: Valid Class C Driver's License Preference for inspection experience Knowledge of: City rules, regulations, policies, and procedures with particular attention to codes and ordinances. Allen Land Development Code and zoning restrictions, International Residential Code, International Plumbing Code, International Mechanical Code, National Electrical Code, and International Energy Conservation Code. Means and methods commonly used in residential and commercial construction. Modern office and field practices, procedures, and equipment. Skill in: Establishing and maintaining working relationships with professional and support staff, vendors, the public, and City employees. Assessing and prioritizing multiple tasks, projects, and demands. Providing outstanding customer service and conflict resolution. Analyzing, interpreting, and checking complex plans and specifications for applicable code compliance. Analyzing problems, identifying alternate solutions, projecting the consequences of proposed actions, and implementing recommendations that support goals. Operating a personal computer utilizing a variety of business software. Reading and understanding City, State, and Federal rules and regulations. Creating, preparing, writing, and proofing reports, documents, and correspondence. Working effectively in a high-pressure environment with changing priorities. Effectively communicating in both oral and written formats. General Supervision: Work is typically reviewed upon completion, with occasional spot checks while in process, to ensure accuracy, timeliness, and conformance to established standards. Autonomy is granted at the service or program level. Work is subject to general and departmental policies, procedures, and guidelines.
