POSITION SUMMARY This position is responsible for providing a variety of skilled labor for maintenance and repair of the parks and recreation system for Harvey County. Also enforces rules and regulations, investigations of nuisances, complaints, and participation in safety or rescue activities. ESSENTIAL FUNCTIONS The following duties are normal for this position. Responsible for fostering a work culture that aligns with the values of the County; provides leadership in the delivery of superior services to County residents and businesses. Implements the goals and objectives for various park operations. Provides leadership and management to all assigned staff. Audits work on a regular basis to ensure adherence to pertinent regulations. Directs staff on complex work and interpreting the application of policy and procedure. Researches, recommends, develops and implements policy and procedures for operational effectiveness, sustainability, and safety. Monitors operations for efficient and effective application of department policies, procedures and standards. Models and trains workers in safety, repair, or maintenance techniques, operational procedures, or equipment use. Patrols assigned areas by car, all-terrain vehicle, or foot to enforce rules and regulations, or to manage wildlife programs, lakes, or land. Investigates nuisances, complaints, violations, accidents and files reports or warnings as necessary. Works with local law enforcement when appropriate to resolve nuisances, complaints, violations, and investigates accidents and incidents. Protects and preserves native wildlife, plants, or ecosystems, conducts education and training programs for the community. Promotes participant safety training in programs and the parks and recreation system by providing education and awareness of hazards to include safe swimming and boating. Provides assistance to other local law enforcement agencies as required. Addresses schools, civic groups, sporting clubs, or the media to disseminate information concerning wildlife conservation and regulations. Conducts surveys of park and recreation facilities and usage. Ensures all activities are carried out in a safe manner; adheres to all Town safety regulations; ensures all regulations pertaining to the safe use of equipment are understood and followed. Reports all accidents to the appropriate authority. Follows all policies for reporting. May be assigned to rotating on-call duties including emergency response and/or nighttime or weekend hours for emergency response or special events. MINIMUM REQUIRED QUALIFICATIONS High School Diploma or equivalent required and two (2) years of natural resource management experience with one (1) year of supervisory experience. Must possess a current driver’s license. Must obtain the following certifications within the timeline specified by the County: Small System Water Operator Small System Wastewater Operator CPR, First Aid and AED Certified SUPERVISORY RELATIONSHIPS Reports to the County Parks Director and/or Operations Supervisor. Works under the scope of general policies, procedures and objectives and is carried out in accordance with standard practices, instructions or previous training. This position has supervisory responsibilities for assigned personnel. KNOWLEDGE, SKILLS AND ABILITIES Knowledge of occupational hazards (OSHA) and safe work practices. Knowledge of administrative policies and procedures of the County. Knowledge of current office practices and procedures. Knowledge of computer software consistent for this position. Knowledge of construction, plumbing, electrical, and mechanical practices. Knowledge on how to safely operate and maintain power tools and various pieces of heavy machinery. Skill in maintaining safety practices and recognizing hazards in the workplace. Skill in operating equipment safely and efficiently. Skill to perform mathematical calculations required of this position. Ability to perform manual labor in an outdoor environment and over uneven terrain. Ability to operate motor vehicles safely in all circumstances and weather conditions. Ability to perform detailed work accurately and independently in compliance with stringent time limits requiring minimal direction and supervision. Ability to adapt and take control of situations, dictating subordinate activities in a responsible manner. Ability to instruct and train in methods and procedures. Ability to organize, assign, and modify the work assignment of others, and (re)-establish priorities to meet deadlines. Ability to establish and maintain accurate records of assigned activities and operations. Ability to interpret and implement local policies and procedures; written instructions, general correspondence; Federal, State, and local regulations. Ability to communicate clearly and concisely, both orally and in writing. Ability to analyze facts and to exercise sound judgment in arriving at conclusions. Ability to work as a member of a team. Ability to establish and maintain effective working relationships with those contacted in the course of work. Ability to work the allocated hours of the position and respond after hours as needed.
