This position oversees the implementation of safety policies, rules, and procedures at the terminal, provides advice and guidance to employees and contractors on company health and safety standards and applicable regulations, promotes safe behaviors, and assists with hazard identification and control to mitigate risks with ongoing and planned activities. Requirements College degree in occupational health and safety, Industrial Hygiene, or a related field. At least 5 - 7 years of plant or terminal experience required. Certified in CPR, AED; first aid and EMT certifications preferred. Current class C driver’s license and TWIC card. Operations/Safety experience at a bulk liquids multimodal storage and transfer facility preferred. Experience working at a PSM and/or RCMS-certified facility preferred. Tasks & Responsibilities: Attends operations, maintenance, and work permit planning meetings to keep current with upcoming activities, provide functional input, and support frontline leaders in safe job execution. Review and risk rank JSAs submitted by contractors prior to the Permit to Work meeting, approving or denying the JSA until it is completed satisfactorily. Audits field implementation of work permits to ensure that the required safety controls are in place, the Job Safety Analysis has been communicated to and understood by the work crew, and a Last Minute Risk Assessment (LMRA) has been performed prior to starting the work. Provides coaching when substandard acts are observed and raises a Work Order or acts to correct substandard conditions. Turns in a Safety Observation Report (SOR) on findings, positive or needing improvement. Leads or participates in customer audits, Trust & Verify (T&V) audits of Vopak Safety Critical Processes, reporting findings and developing action plans for tracking in Enablon. Leads or participates in the investigation of near misses, unsafe acts, unsafe conditions, and other loss-causing events, performs a simple investigation or root cause analysis depending on incident severity, develops action plan and Safety Sharing/Safety Alert, as directed. Conducts training for field crews and contractors on the Vopak Voyager Behavior Based Safety (BBS) program to encourage safe behaviors and risk minimization. Conducts safety onboarding and verifies the training and qualification of incoming contractor and subcontractor personnel, performs scheduled audits of contractor’s health and safety management/program, monitors compliance with Vopak rules and applicable regulations, and participates in contractor performance review meetings. Participates in industrial hygiene monitoring studies and responds to reports of unusual odors, noise, etc. Trains with the Emergency Response Teams (ERT) and participates in drills, exercises, and tactical response call outs as needed. Reports deficiencies noted in safety, firefighting and pollution control equipment. Assists in the conduct of security surveillance rounds and implementation of security controls at the facility. Contributes to the development and periodic review of health and safety procedures and safe work practices. Keeps up to date with assigned training, stays knowledgeable of applicable regulations, including OSHA, Coast Guard, DOT, etc., and actively participates in safety meetings. Prepares (or contributes to the preparation of) Project Safety Plans for maintenance outages, construction projects, etc. and attends project meetings as SHEQ discipline representative. Implements assigned activities in the terminal’s annual SHEQ Plan and actively contributes to the accomplishment of Key Performance Indicators.
