Description Keeping Washington Clean and Evergreen The Water Quality Program within the Department of Ecology is looking to fill a Stormwater Work Group Project Manager (Environmental Planner 4) position. This position is located in our Headquarters Office in Lacey, WA. Upon hire, you must live within a commutable distance from the duty station. Join our team as the sole project manager for the Stormwater Work Group within the Water Quality Program. The Stormwater Work Group is an external oversight committee that provides an established, recognized process to discuss stormwater permit issues and monitoring approaches. The Stormwater Work Group also provides decision-making for the Stormwater Action Monitoring program, which implements stormwater monitoring research projects. You will be responsible for coordinating and facilitating work group meetings, preparing and publishing work products, developing outreach materials, and delivering presentations and trainings regarding Stormwater Work Group activities. As the project manager, you will be solely responsible for ensuring that Ecology’s support and administration of the Stormwater Work Group meets the expectations of its members. While working for the regulatory agency that administers stormwater permits, you will need to maintain independence and focus on fostering collaboration across local, state, and federal agencies, as well as with private entities. A strong understanding of municipal stormwater permit requirements will be essential to effectively coordinate work group activities and programs. What you will do: Coordinate and facilitate the Stormwater Work Group and subgroup meetings, including preparing agendas, facilitating meetings, and preparing meeting summaries. Work closely with the work group co-chairs as the primary staff person responsible for coordinating this external group. Ensure the Stormwater Work Group meets its charter commitments and workplan goals by collaborating to improve policy and management decisions, developing a shared understanding of stormwater management issues and methods to address them, and producing information that is valuable to anyone addressing stormwater management priorities and decisions. Prepare and develop Stormwater Work Group plans, reports, documents, position statements, communication materials, and other informational material designed to implement the work group’s objectives. Understand municipal stormwater permit requirements, including stormwater runoff best management practices, monitoring and reporting requirements, and emerging issues related to stormwater management. Prepare outreach materials and give presentations on new and emerging stormwater issues to internal and external audiences. While acting independently on behalf of the Stormwater Work Group, serve as a liaison to the Water Quality Program, advising on interactions between the program and the work group. Qualifications Required Qualifications: Years of required experience indicated below are full-time equivalent years. Full-time equivalent experience means that any experience where working hours were less than 40 hours per week will be prorated in order to meet the equivalency of full-time. We would calculate this by looking at the total hours worked per week, divide this by 40, and then multiply by the total number of months worked. Examples of the proration calculations are: 30 hours worked per week for 20 months: (30/40) x 20 months 15 months full-time equivalent 20 hours worked per week for 12 months: (20/40) x 12 months 6 months full-time equivalent Experience for both required and desired qualifications can be gained through various combinations of formal professional employment, education, and volunteer experience. A total of nine (9) years of experience and/or education as described below: Experience in land use, urban, regional, environmental, or natural resource planning, and/or program development, landscape architecture, geography, land use or environmental law, public administration with an environmental emphasis, or closely related experience. Education: involving a major study in land use, urban, regional, environmental, or natural resource planning, landscape architecture, geography, land use or environmental law, public administration with an environmental emphasis, or closely related field.
