Work Model: Onsite/Office-Based Responsibilities Essential Duties & Job Functions: Produce all reports and applications and submit to applicable regulatory agency all requests for environmental permits in accordance with Title 40 of the Code of Federal Regulations. Other duties as assigned. Respond, within 30 minutes of notification during normal duty hours and within 1.5 hours of notification after normal duty hours, on-site to all spills or releases of any hazardous substance into the environment and notify the COR. Manage the base Environmental Compliance, Pollution Prevention, and Conservation programs in accordance with DAF standards, instructions, manuals, and guidelines including DAF playbooks. Provide input to AFCEC personnel and their contractors to maintain, support, and update the existing Base GIS database of information having an environmental impact or constraint. Update and maintain the MacDill eDASH SharePoint site on a semi-annual basis or as required or directed to do so. Review all projects; attend project validation meetings, attend design review meetings; attend pre-construction meetings; conduct site visits to ensure that any environmental issues are adequately addressed and recommend proper procedures and/or corrective actions. Provide weekly status to COR detailing environmental activities performed, upcoming suspense’s, environmental issues or concerns, and events requiring Government approval or impact to MacDill. Manage the base environmental Air Quality Program, in accordance with AFMAN 32-7002, Environmental Compliance and Pollution Prevention, and federal, state, and local regulations. Annually update the entire base air emissions inventory for both the actual and potential to emit as required by AFMAN 32-7002 and as required by the applicable regulation, to include permitted emission units and all insignificant sources. Prepare the Annual Air Operating Report for all permitted emission units for Wing submittal; monitoring requirements include a bi-annual compliance statement, if required, as set forth in the applicable permit. Schedule with CEO and perform air emission testing for areas identified and required by the regulatory air permits (Title V, non-Title V, Synthetic Minor, Construction Permits). Provide recommendations and/or corrective actions required to maintain or restore compliance. Manage the base Water Program and obtain permits and certification as needed in accordance with AFMAN 32-1067, Water and Fuel Systems, and federal, state, and local regulations. Develop, implement, update, and maintain an Integrated Solid Waste Management (ISWM) Program in accordance with AFMAN 32-7002. Manage the MacDill AFB HAZWASTE Program including the universal waste program in accordance with AFMAN 32-7002, Environmental Compliance and Pollution Prevention, and federal, DoD, state, and local regulations. Manage the toxics program in accordance with AFMAN 32-7002. Manage, maintain, and inspect all ASTs and USTs in accordance with AFMAN 32-1067, Water and Fuel Systems, and federal, state, and local regulations. Develop, implement, update, and maintain the Hazardous Materials Management Process in accordance with AFMAN 32-7002. Implement and maintain the P2 Program in accordance with AFMAN 32-7002, Environmental Compliance and Pollution Prevention. Implement and maintain the EIAP program and perform Environmental Planning Functions in accordance with AFI 32-1015, Integrated Installation Planning, AFMAN 32-7002, Compliance and Pollution Prevention, AFMAN 32-7003, Environmental Conservation, 32 CFR 989, Environmental Impact Analysis Process, and 40 CFR Parts 1500-1508, National Environmental Policy Act Implementing Regulations. Provide technical support and expertise to COR to maintain a compliant Natural Resources program and obtain permits in accordance with AFMAN 32-7003, Environmental Conservation, and federal, state, and local regulations. Implement and maintain the Cultural Resources program and plan, in accordance with AFMAN 32-7003, Environmental Conservation, and federal, state, and local regulations. Initiate and prepare up to four Phase I EBS’s per year. Coordinate with 6 ARW/SE for at least semi-annual meeting scheduling in accordance with AFI 90-801, Environment, Safety, and Occupational Health Councils. Conduct shop and program-level environmental inspections in accordance with DoDI 4715.17, Environmental Management Systems, DoDI 4715.06, Environmental Compliance in the United States, AFI 90-201, The Air Force Inspection Program, and AFI 32-7001, Environmental Management. Implement, update, and maintain the MacDill EMS program in accordance with AFI 32-7001, Environmental Management, Executive Orders, DoD directives, instructions, and manuals, and DAF directive and non-directive guidance (DAF EMS playbook). Provide on-site annual Environmental Compliance Awareness and shop-level training to installation personnel and contractors affected by environmental compliance regulations. Job Requirements Mandatory: A minimum a Bachelor of Science degree with five years of related experience in environmental compliance/conservation and the National Environmental Policy Act (NEPA) process, or a Master of Science degree with three years of related experience, unless otherwise approved by the COR. A minimum of two years field experience working in environmental protocols for hazardous waste, air quality, or storage tanks. Working knowledge of Microsoft (MS) Windows Operating Systems or equivalent and MS Office software packages. Working knowledge of conducting environmental inspections within industrial shops, identifying areas of environmental noncompliance, and developing corrective action plans. Working knowledge of applicable federal, state and local environmental regulations and Air Force Instructions/Manuals referencing environmental compliance and conservation. Valid state driver’s license with acceptable driving record. Ability to successfully pass any background checks and/or drug testing required on the contract. Working knowledge of Environmental Management Systems (EMS) as required by AFI 32-7001. U.S. Citizen. Secret Security Clearance. Ability to obtain access to U.S. Government Installations through the Defense Biometric Identification System (DBIDS).
