Job Description

Location:  5010 Solid Waste & Recycling
Pay Grade:  A12
FLSA Status:  Non-exempt

Under general supervision of the General Services Director, this position performs communications, marketing and customer service type duties in support of City and departmental projects and activities as they relate to recycling programs.

*This position performs duties deemed to be “safety sensitive" and is therefore subjected to random drug testing under the City’s policies* 

  • Plans, organizes and implements community and civic educational meetings on the City’s recycling program; directs the daily activities of assigned subordinates.
  • Hires, trains, directs, schedules, supervises, evaluates, and disciplines subordinate personnel. 
  • Reviews customer requests for service to determine service needs and deploy appropriate resources to provide service.
  • Evaluates effectiveness of existing outreach programs based data from the recycling processor and/or recycling field inspections.
  • When requested, helps develop community or corporate recycling plans and goals to minimize waste and conform to resource constraints.
  • Makes presentations to educate the public on how to recycle and/or on the environmental advantages of recycling.
  • Prepares grant applications, implements grant-funded projects, monitors, and reports on progress in accordance with sponsoring agency requirements.
  • Writes news articles and content for web pages, as well as various social media platforms in order to communicate the work and projects associated with the City’s recycling programs.
  • Develops content for printed citizen newsletter and other communication media specifically related to recycling.
  • Assists the Communications Division with drafting of press releases related to recycling projects and activities.
  • Monitors departmental social media accounts and responds to public inquiries related to recycling or recycling programming. 
  • Assists in the development of marketing plans to promote Operations projects and activities.
  • Researches and develops marketing materials and publications including brochures, flyers, information pamphlets, media announcements, public presentations, and other promotional materials.
  • Assists the Communications Division in creating content for the City’s municipal information television channel, specifically segments related to recycling.
  • Documents various recycling projects and activities through video and photography.
  • Attends city sponsored events, including but not limited to, farmers markets, services expo, rose district events, New Orleans square events, etc. to perform outreach with the public. 
  • Performs waste audits and recycling content audits with processing facility to identify needs and contamination rates. 
  • Performs other duties as required or assigned.



Essential Job Functions

Minimum Education and Experience

Requires a Bachelor’s Degree in a course of study related to the occupational field, supplemented by one to three years of similar experience; or an equivalent combination of education, training and experience that provides the required knowledge, skills and abilities. Possession or the ability to readily obtain a valid driver’s license issued by the State of Oklahoma for the type of vehicle or equipment operated. 

Physical Requirements

Tasks involve the ability to exert moderate physical effort in light work, typically involving some combination of hearing, mental acuity, reaching, repetitive motion, speaking, standing, talking, visual acuity, walking, and which involves some lifting, carrying, pushing and/or pulling of objects and materials of moderate weight (up to 20 pounds).  Tasks may involve extended periods of time at a keyboard or workstation.

Monthly Rates:


Retirement 

  • The City offers a 401(a) defined contribution retirement plan through the Oklahoma Municipal Retirement Fund (OMRF).  The City contributes 10% of the employees’ earnings into the plan. Employees become 20% vested after three years and vesting increases 20% for each additional year of service until 100% vesting is achieved at seven years. Employees may elect to contribute an additional amount.
  • The City also offers access to a 457 retirement plan, both traditional and Roth, through Mission Square retirement.   
Preferred Providers
Through our preferred providers, the City is pleased to offer anyone on the health plan access to medical services at no additional cost. 
  • Clinic: Anyone on the City’s medical plan can access the Remedy Health clinics, including their on-site pharmacies, labs and imaging services at no cost.

Paid Leave
  • Vacation: One week of vacation is available after six months of employment. Thereafter, vacation is accrued monthly according to year of service. 
    • Year 1 – 4: 10 days per year
    • Year 5 – 9: 15 days per year
    • Year 10 – 14: 20 days per year
    • Year 15 – 19: 22 days per year
    • 20 years +: 25 days per year 
  • Holidays: Twelve paid holidays, plus one floating holiday each year. 
  • Sick: Eight hours per month up to maximum of 1,040 hours (130 working days).

The City pays the entire premium for a term life insurance policy, as well as a long-term disability benefit that replaces part of your salary if you become unable to work for several months.  The life insurance is equal to the employee’s annual salary.
