About the opportunitySWCA Environmental Consultants' Rocky Mountain Plains subregion is actively seeking a
Program Management Director - Energy Generation/Transmission to support renewable and thermal energy generation, energy storage, and electric transmission projects across the western United States. This position will be part of Program Management, SWCA's client-focused Program that builds and aligns teams to execute and scale with our most strategic clients and will report to the Program Management Vice President.
This is a full-time, salaried, exempt position based in Colorado, Wyoming, or Utah. This position is both hybrid or remote eligible.

What you will accomplishLeadership & Team Development:
- Lead and grow a multi-level, multi-discipline group focused on delivery and execution of complex planning, permitting and compliance projects in energy generation, storage, and transmission.
- Lead hiring process for rapid growth of teams in support of client goals and objectives.
- Supervise, manage and mentor dedicated project managers, scientists, and field staff.
- Serve as an ambassador for SWCA's Safety Culture and implementation.
Project Execution & Quality Management:
- Set expectations on project execution, with accountability for team delivering on program goals.
- Hold project managers accountable for safety, scope, schedule, budget, and change management.
- Support project managers and task leads in oversight of project teams, including onsite, field-based project staff.
- Refine programmatic approach to client delivery and execution, including standardization of SWCA tools and processes across projects within the Program.
- Share lessons learned and best practices within the Program and with other Program Directors.
- Develop quality criteria with client and core team; implement and hold accountability for quality assurance processes to ensure consistency and scientific rigor.
Client Relations & Strategic Goals:- Embody and represent SWCA Core Values to our client, regulators, staff, and other stakeholders and to always demonstrate strong leadership and professionalism.
- Personally provide subject matter expertise on major client projects at a national/regional level, as well as ensuring other appropriate SME coverage for all Program projects.
- Drive opportunities for contract vehicle improvements by setting and managing to client profitability goals and developing consistent approaches to budgeting/scoping.
- With Client Manager, maintain accountability for overall client experience and satisfaction; develop and execute strategy to build teams with deep knowledge of client and ability to meet their needs and maintain responsibility for responsiveness to resourcing and scheduling.
- Collaborate effectively with other Program Management and Operations Directors.
- Collaborate with appropriate SWCA leadership to develop strategies and sales projections/goals to support short and long-term business objectives.
Experience and qualifications for successMinimum qualifications:
- Bachelor's degree in biology, archaeology, anthropology, environmental planning, environmental science, natural resource management, or other science-related field.
- Ten (10) years of experience in environmental permitting and/or compliance, with at least three (3) years of experience working on energy generation or transmission projects.
- Three (3) years of experience with increasing levels of responsibility in management, including supervising other professionals, management oversight of fieldwork and reporting, and scheduling and budgeting of projects.
- Established credibility and positive relationships with federal and state agencies and clients.
- Subject Matter Expert for client-related service areas.
- Ability to lead meetings with clients and agencies.
- Experience leading project teams including subcontractors and setting and adhering to project budgets and delivery schedules.
- Advanced knowledge of pertinent current and pending federal, state and local regulations pertaining to environmental, natural and cultural resources.
- Strong knowledge of agency internal processes and procedures.
- Proven experience with large energy development projects on public lands, natural resource issues, and/or solar, wind, energy storage, and electric transmission projects.
- Ability to perform in a high-paced, development-oriented environment and work on multiple projects and tasks concurrently.
- Excellent verbal and written communication skills, interpersonal skills and emotional intelligence, attention to detail, and organization, schedule, and budget management skills.
- Applicants must have valid driver's license and be able to meet SWCA's driver requirements.
- Ability to travel as needed up to 25% of the time.
- Experience in Rocky Mountains and/or Great Basin regions.
Preferred qualifications:
- Master's degree in biology, archaeology, anthropology, environmental planning, environmental science, natural resource management, or other science-related field.
- Experience with permitting and compliance issues on western federal lands.
- Experience managing distributed employees and large, multi-disciplinary teams or projects.
- Proficiency with financial metrics, forecasting, and completing/implementing business plans.
- Experience with SWCA's business lines, services, industries, and markets.

An employee in this position can expect an annual salary of
$120,640.00 - $165,984.00. Actual pay within this range may depend on experience, qualifications, geographic location, client requirements where applicable, and other factors permitted by law. Regular-status employees are also eligible for performance bonuses.
