POSITION: Senior Program Manager (NPDES Environmental Quality)

TO VIEW OUR BENEFITS PLEASE CLICK ON THE LINK! - BASIC PURPOSE:Directs and manages compliance with National Pollutant Discharge Elimination System (NPDES) permits, manages the NPDES Compliance and Data Management Groups and act as the primary internal and regulatory contact for NPDES permit issues. Manages activities relative to complex environmental monitoring data, database management, and permit-required reporting.
SUPERVISION RECEIVED:Works under the general supervision of the Director, Environmental Quality.
SUPERVISION EXERCISED:Supervises technical staff including Program Managers and indirectly supervises their data and scientific professional staff.
ESSENTIAL DUTIES AND RESPONSIBILITIES:- Manages the NPDES Compliance Group including defining, prioritizing, scheduling and assigning projects. Oversees management of the Data Management Group.
- Supervises and manages professional staff, including assignment of projects, evaluation of performance, and staff development planning to ensure that the permit-required environmental monitoring data are complete, accurate and accessible, and available within the permit-required timeframe. Provides technical assistance to staff in the development and management of projects.
- Oversees the development of algorithms for calculating environmental indices from receiving water and wastewater data, and the procedure for quickly determining whether values fall outside the expected ranges.
- Designs and manages compliance with the NPDES required monitoring and regulatory reporting requirements of the MWRA Boston wastewater system (Deer Island Wastewater Treatment Plant (DITP), Combined Sewer Overflows (CSOs), headworks, pelletizing plant, and collection system, Clinton Wastewater Treatment Plant and Clinton Landfill, and NPDES requirements for MWRA drinking water facilities.
- Leads permit negotiations for permit renewals and acts as primary internal and regulatory contact for NPDES permit issues.
- Develops, manages, and oversees compliance with Best Management Practices (BMP) Plans and Storm Water Pollution Prevention Plans (SWPP) for sewerage facilities other than Deer Island Treatment Plant (DITP). Serves on the Pollution Prevention Committees for DITP and for drinking water facilities.
- Negotiates monitoring programs with Massachusetts Division of Marine Fisheries (DMF) and other regulatory agencies as
- Participates in various Authority projects including: review of Wastewater Department's compliance with the Nine Minimum Controls, CSO structure maintenance and inspections, and other NPDES requirements for the wastewater collection system; review of CSO facility upgrades, Consultant engineering reports, information technology projects to support wastewater operations and compliance, and other projects as required.
- Through oversight of the Data Management Group, coordinates data management activities with outside consultants.
- Provides technical assistance and/or project oversight to the Director, Environmental Quality as required.
- Oversees preparation of various management indicator reports including: Orange and Yellow Notebooks, Court Reports, and NPDES Compliance Annual Report.

MINIMUM QUALIFICATIONS:Education and Experience:
- Knowledge of principles and practices of sanitary engineering as normally attained through a Bachelor's degree in engineering, science, or related field. A graduate degree is preferred; and
- Knowledge and understanding of issues related to wastewater treatment processes as acquired by at least eight (8) years of related experience of which a minimum of four (4) years is in a supervisory, project management, or managerial capacity; or
- Any equivalent combination of education and
Necessary Knowledge, Skills and Abilities:
- Experience in NPDES permit compliance and permit negotiations.
- Knowledge of state and federal NPDES permit
- Familiarity with Laboratory Information Systems (LIMS) and monitoring database management systems as well as standard software.
- Excellent interpersonal skills as well as strong oral and written communication
SPECIAL REQUIREMENTS:A valid Class D Massachusetts Motor Vehicle Operators License.
A Wastewater Operations License Grade 6 or the ability to obtain within one (1) year.
Completion of the United States Environmental Protection Agency (EPA) NPDES Permit Writers Course within 6 months.
Must be available for on-call assignments and responding to emergencies on a 24/7 basis.
TOOLS AND EQUIPMENT USED:Office machines normally associated with a professional office environment, including the use of telephones, personal computers, word processing and other software, email, videoconference applications, copiers, scanners and fax machines.

The noise level in the work environment is usually quiet in the laboratory and moderately loud in field settings.
