Position Description

Direct, coordinate and oversee the daily activities of the solid waste and recycling collection operations of the Public Works Department.

Work Location: This position currently works on-site only.

The City of Minneapolis does not sponsor applicants for work visas.

Job Duties and Responsibilities
• Supervise the Foreman & Maintenance Crew Leader positions and coordinate the activities of the division's Public Works Service Workers.
• Research new and/or different solid waste and recycling collection systems in other cities and countries and continuous evaluate all collection functions cited above to ensure safety, reduced worker compensation claims, high service levels and overall cost effectiveness by analyzing current operation methods, equipment and service levels and to recommend program or equipment changes and evaluate implementation.
• Oversee and enforce all third-party vendor contracts for collection and transfer station operations to ensure the City is receiving the highest level of service, compliance with all governance's and highest economic return.
• Assist Division Director with budget preparations and contract negotiations.
• Communicate with customers, contractors, elected officials, vendors, other City department and divisions and employees on a daily basis to share information, resolve complaints, address service requests and ensure compliance of solid waste and recycling guidelines.
• Analyze all aspects of productivity, and the separated waste stream and make sure that procedures are in place to guarantee operational efficiencies and the ability to expand division capabilities without a reduction in service level, while maintaining safe working conditions and cost effectiveness.
• Coordinate all aspects of required safety training (employee right to know, orientation, etc.) for all division employees.
• Oversee personnel functions within operations i.e.; hiring, training, discipline and discharges.
• Prepare necessary documentation and ensure compliance with the Cities "Return to Work" Program.
• Supervise the maintenance of and monitor contractor operation of the City's two transfer stations to ensure compliance with the Minnesota Pollution Control Agency permit.
• Monitor customer base and re-allocate dwelling units for the various collections used for payment to contract haulers and the city's collection crew's routing.
• Communicate and coordinate the needs of the Clean City Coordinator (special service activities for neighborhood organizations, business groups, other city
• departments, agencies and divisions) and provide equipment, supplies and workers in response to necessary program activities.
• Oversee the use and preparedness of the Division's equipment with the Equipment Supervisor.

Required Qualifications

Minimum Qualifications: High School Diploma or equivalent

Minimum Experience: Five years experience in solid waste and recycling, that includes two years of supervisory experience.

Equivalency An equivalent combination of education and experience closely related to the duties of the position MAY be considered.

Licenses/Certifications: Class B Commercial Drivers License with Air Endorsement

• Technical and functional knowledge of all aspects of municipal solid waste management, including costs, service components, equipment management techniques and applicable regulations from multiple levels of government.
• General knowledge of the division's computer systems capabilities and how it can be used in concert with other City systems.
• Developed supervisory and organization skills, and ability to use resources (people, funding, materials, etc.) efficiently and effectively.
• Conflict management and listening skills and ability to read situations, find common ground and reach agreements
• Good knowledge of OSHA regulations and Employee Right to Know policies.
