Description

The Cosumnes Community Services District is seeking to hire one (1) qualified professional for the position of Landscape Architect, Sr. in the Landscape Architecture & Planning Division.

Under general direction, plans and develops parks and recreation facilities; prepares general and detailed land use plans; generates complex construction documents; supervises construction and maintenance of assigned landscape architectural projects.

Supervision Received and Exercised
Receives general direction from the Landscape Architecture & Planning Director and/or higher-level management personnel. This position provides technical and functional supervision to design staff and the clerical personnel assigned to the Administrative Services Department.

Salary Information
The Landscape Architect, Sr. salary range is between $8,998 - $12,660 per month. The District typically appoints new employees at step 1 of the salary range. Consideration for an appointment higher than step 1 will be based on experience, education, or the need for unique skills or knowledge and shall be no more than mid-point of the salary range.

Duties and Responsibilities

Administers construction contracts and monitors budgets of assigned projects;
Performs and oversees all functions of creating contract documents including construction documents, specifications and estimates, bid packages, and other contract documents as required for assigned construction projects;
Reviews construction documents and prepares plan review comments for consultants;
Performs and oversees all functions of contract administration on assigned projects including the review, preparation, and processing of change orders; responding to Requests for Information (RFI's), preparing written correspondences to contractors; reviewing construction status, schedule, and any other issues with contractors; preparing agendas for on-site project construction meetings with inspectors and contractors and reviewing daily inspection reports and weekly working day statements for construction projects;
Performs and oversees all functions of creating general and detailed land use and development plans for all parks, trails, landscape corridors, and recreation facilities;
Performs and oversees all functions of developing Master Plans for parks, plazas, medians, and other landscape architectural projects.
Plans, coordinates, oversees, and monitors park and facility improvement and rehabilitation projects; develops scope of work; manages the environmental review and permitting process; confers with stakeholders and consultants;
Halts construction or withholds payments when work is out of compliance with standards;
Receives, reviews, and approves payment invoices and monthly billing from consultants, contractors, vendors, and support services;
Supervises all subordinate design staff on assigned projects including assigning and reviewing work, discipline, and performance evaluation.
Supervises clerical staff assigned to the Facility and Development Department including assigning and reviewing work; and provides feedback to supervisory staff for performance evaluation purposes.
Performs and oversees the review of plans, drawings, studies, and reports prepared by outside consultants and other agencies for parks, trails, landscape corridors, and recreation facilities;
Administers and participates in the selection process for consultants; prepares performance specifications, estimates budgets; oversees and coordinates work of consultant; evaluates performance and work product; reviews progress payments;
Prepares and conducts community outreach presentations for community groups, the general public, and official governing bodies;
Provides technical advice on landscape maintenance projects, including the selection, planting, and preservation of trees, shrubs, and grasses;
Oversees the implementation and development of standard operating procedures pertaining to functional area e.g., AutoCAD standards and construction documentation set up.

Qualifications

Any equivalent combination of training and experience which provides the required skills, knowledge, and abilities may be considered qualifying at the sole discretion of the District. A typical way to obtain the knowledge and skills would be:

Education and Training:

Bachelor's degree from an accredited college or university in Landscape Architecture or a closely related field.

Experience:

Five (5) years experience as a Landscape Architect; including one (1) year in a supervisory role and one (1) year public agency experience.

Special Requirements:

Must possess a valid Certificate of Registration as a Landscape Architect issued by the California Board of Landscape Architects;
Must possess a valid California class "C" driver's license, with a clean driving record and maintain it throughout employment.

Knowledge of:

Principles of current landscape architecture technology, design and landscape construction methods including some elements of engineering principles as applied to landscape architecture;
Principles and procedures of soil science, planting, irrigation, and landscape maintenance;
Federal, State and County laws, codes, ordinances, and regulations which impact landscape architectural and construction practices and procedures;
Methods of planning and administering a variety of landscape architectural and site layout programs;
Computer aided drafting and computer graphic programs;
Active and exotic plant materials best adapted to specific uses;
Principles of project and budget administration;
Principles and techniques of supervision, training, discipline, and performance evaluation.

Ability to:

Prepare construction documents, construction estimates, contract specifications, requests for bids, environmental documents and schedules;
Review and evaluate engineering and architectural features and design solutions for compatibility to proposed landscape projects;
Comprehend a variety of reference books, manuals, and information documents including Uniform Building Code, Sacramento County Specifications, bid abstracts, architectural drawings/plans, and engineer drawings/plans;
Assign, review and supervise the work of other employees;
Analyze problems that arise and recommend or implement solutions;
Communicate effectively with coworkers, contractors, consultants, architects, engineers, community groups, governing bodies and the general public, both verbally and in writing.

Typical Working Conditions
Work is typically performed in an office in an indoor environment; Occasional work is performed outside in various types of weather; Incumbents may be exposed to noise, moisture, dust, vibrations, heat and cold. Work may require travel to and from off-site locations throughout the District.
