About the Position:
Under the direction of the Agency Manager, the Recycling Program Analyst plans, prepares, and participates in recycling, hazardous waste and other solid waste programs designed to increase the diversion of solid waste, and monitors and generates program compliance reports on solid waste programs and activities. The position may organize studies and reports relating to planning programs and special projects. This position requires frequent contact with the general public, and provides administrative support to the Tehama County Solid Waste Management Agency (JPA).

SALARY (A-E Steps)

Recycling Program Analyst I:

$25.48 - $30.97 Hourly / $2,038.40 - $2,477.60 Biweekly

Recycling Program Analyst II:

$28.12 - $34.18 Hourly / $2,249.60 - $2,734.40 Biweekly

Examples of Duties

Develops, implements and/or coordinates community awareness and waste reduction programs; initiates contact and works with citizens, businesses and public entities to implement, support and/or increase waste reduction, recycling, and proper use and disposal of household hazardous waste.
Researches, prepares and presents presentations to various community, public, regional, governmental or other groups on assigned programs or topics.

Recycling Program Analyst II:

Receives and responds to inquiries, requests for assistance and complaints regarding solid waste and recycling programs. Investigates complaints and proposes a corrective action.
Manages contracts for assigned waste reduction services or programs, including with member jurisdictions and contractors.

Education, Experience & Licenses

Any combination of training and experience which would provide the required knowledge, skills and abilities is qualifying. A typical way to obtain the required qualifications would be:

Recycling Program Analyst I: One (1) year of experience in developing, promoting or coordinating a public education program.
Recycling Program Analyst II: Two (2) years of experience in developing, promoting or coordinating public education programs with at least one (1) of that being in a solid waste management program(s).

Other combinations of education and experience may be considered.

.License & Special Requirements:

Requires a valid California driver's license;
Requires 24 hour HAZWOPER training within six (6) months of employment.

The department currently has one (1) vacancy.

In addition, Tehama County is establishing an eligibility list to fill future vacancies for a Recycling Program Analyst I/II, as well as subsequent vacancies which occur during the life of the eligibility list.

New employees should anticipate being hired at the beginning step of the salary range. Candidates who exceed entry level qualifications may be considered, with approval from the Board of Supervisors, for placement at other than A step.
