JOB SUMMARY:

Under general supervision, supervises forestry work to ensure the continuity and health of community trees along city streets, parks and related areas. Provides technical assistance to individuals and groups relating to arboriculture, insect and disease management, tree evaluation, tree risk assessment, planting cultivation, pruning, tree care, and other related duties related to the management of an urban forest. Lead the urban wood reuse program
ESSENTIAL JOB FUNCTIONS:
• Organize, schedule and supervise forestry activities of assigned parks, city owned property, medians, rights of ways, and municipal facilities; includes planning and implementing long range tree management plans to improve the quality of life in the community through proper arboricultural techniques, selection of trees, irrigation system management, estimating requirements and procuring appropriate materials, support personnel, and volunteers for work projects.
• Prepare and supervise the preparation of tree management reports, grant applications, proposals, contracts, specifications, records, and logs; includes annual budgeting and developing policies and procedures for the Forestry Program.
• Identify and inspect trees for disease, insects, structural form, safety and a biotic damage and the ability to prescribe and administer corrective actions for such. Includes conducting periodic inspections of trees to ensure the public's safety from hazardous trees along city rights of way and public property.
• Manage contract administration, which includes selecting and hiring contractors, monitoring work progress, and ensuring compliance with budgets as well as city, state, and federal regulations.
• Manage, supervise, and coordinate public programming for tree giveaways.
up to but not limited to filing, marketing, organizing volunteers, speaking engagements, data collection, inventorying, ordering trees, scheduling deliveries, and creating publications.
OTHER JOB FUNCTIONS:
• Develop, implement, and review plans for construction of new facilities, parks, medians, rights of way, city owned property, as well as renovation of such facilities to provide technical assistance, construction inspections regarding tree care issues, and the feasibility of maintenance of the urban forest.
• Use Open Gov Asset Management software and other online tools to inventory and maintain the urban forest.

MINIMUM QUALIFICATIONS:
Knowledge, Skills and Abilities Required:
• Knowledge of forestry and arboricultural principles and practices especially as applied to structural form and safety.
• Knowledge of proper tree maintenance techniques, equipment maintenance, and facility maintenance.
• Knowledge of trees, insects, diseases, and proper treatments.

• Knowledge of materials, care and us of tools, and equipment used in tree removal, trimming, spraying, and general tree care.

• Knowledge of International Society of Arboriculture and The Society of Municipal Foresters standards and practices.
• Knowledge of ANSI A-300 working standards for tree care.
• Knowledge of procurement procedures at state, federal and local government levels.
• Skill in the use of irrigation system selection, design, installations, trouble shooting and repair.
• Skill in analyzing and evaluating policies, procedures, services, and facilities in developing recommendations for improvements.
• Skill in annual budget preparation.
• Skill in communicating with other city employees and officials by oral or written means.
• Skill in effective customer service.
• Skill in interpersonal relationships, time management, and communication (written and verbal).
• Ability to perform a variety of physical skills including but not limited to carrying, filing, holding, pulling, pushing, seeing, sorting, sitting, standing, twisting body, walking, and writing; including ability to lift up to 25 pounds.
• Ability to plan, schedule, coordinate, and monitor work to accomplish departmental objectives.
• Ability to direct, control and plan operations involving the activities of others or processes with which others are involved.
• Ability to create innovative ideas or solutions to resolve customer service delivery problems.
• Ability to exercise discretion and independent judgment.
• Ability to satisfy customer needs while firmly protecting the interests and resources of the City and the Department.
• Ability to operate a variety of office equipment including, but not limited to PC, telephone, calculator, and various software packages.
• Ability to work in both indoor and outdoor environments.
Qualifying Education and Experience:
• Bachelor's Degree in Urban Forestry, Forestry, Biology, Geography, Horticulture, Environmental Sciences or closely related field, or equivalent combination of education and/or experience.
• Certified Arborist required. Possession of a valid Class C Texas Driver's License required.
