Summary

POSITION SUMMARY:
This position administers the landscaping, vegetation protection, and environmental codes of the City.

SUPERVISION RECEIVED:
This position is supervised by the Director of Planning and Zoning and/or as assigned.

SUPERVISION EXERCISED:
None.
Essential Function Duties and Responsibilities

Provides formal landscape and environmental review for all projects in the development review process to ensure compliance with City Codes
Makes inspections to enforce landscape ordinances and codes of the City
Receives complaints, investigates violations and interviews or corresponds with violators, explaining required corrective action; notifies and coordinates with Code Enforcement Officer; if needed prepares case for Code Enforcement Magistrate
Makes inspections during construction to enforce landscape ordinances and codes of the City
Examines and coordinates with landscape architects and developers to achieve final Certificate of Occupancy
Performs field inspections during the planning phase of development to assist in compliance of landscape ordinances and codes of the City
Assists in preparation of beautification or landscape plans for City projects and coordinates implementation of such projects including their financial aspects
Makes recommendations which require interpretive decisions based on a review process of the site plan and landscape plan with regard to the existing environmental makeup
Provides formal landscape and environmental review for all projects in the development review process to ensure compliance with City Codes
Makes informational and educational responses to the general public on a case by case basis
Responds to shade tree requests which involve insect and disease field examinations or inspections and provide solutions and recommendations for vegetation
Records and maintains files on all actions taken
Attends development application meetings, as needed, from the beginning to the end of the project, including but not limited to pre-application meetings, Development Review Committee (DRC), Planning, Zoning and Appeals Board (PZAB), City Council, project status, pre-permit, construction status, and emergency meetings.
Reviews the technical evaluation of all petitions and helps Project Managers with the final landscape related conditions of approval for administrative, resolution, or ordinance oriented projects.
Technical advisor for roadway beautification projects and Comprehensive Plan amendments
Corresponds with the public, applicant and their agents, and elected officials in connection to landscaping petitions
Engages in Emergency Management Training & helps departmental Emergency Management responsibilities
Facilitates and coordinates the annual Arbor Day celebration
Coordinates and updates the Tree City USA certification for the City
Performs any other related work as required or assigned

PERIPHERAL DUTIES:

Regularly attends scheduled evening meetings of various advisory boards or task forces, when requested.

Minimum Qualifications

High School Diploma or G.E.D. required, and
Bachelor's Degree in forestry, horticulture, biology or related field, and
Some experience in forestry, horticulture, biology or related field, or
Any related combination of training and experience

Special Qualifications/Preferences

Valid State of Florida Driver's License with a clean driving record

Eligibility:Coverage in the City's group insurance plans begins the first of the month following thirty (30) days of employment.

Health Insurance:Choice of three (3) plans provided through Florida Blue. Employee contributions are required toward the cost of this insurance on a bi-weekly basis as follows

Life Insurance:Two (2) times annual salary up to a maximum of $100,000 provided at no cost

Short Term Disability:Non-probationary employees eligible for 60% of salary up to 26 weeks, provided at no cost.

Long Term Disability:60% of salary up to $5,000 monthly, provided at no cost

Employee Assistance Program: Six (6) visits per calendar year, per issue, provided at no cost.

Wellness Program: Voluntary wellness initiatives that promote and reward health awareness.

Pension Plan:Provided through the Florida Retirement System (FRS). Choice between the Investment Plan with a one (1) year vesting schedule, and the Pension Plan with an eight (8) year vesting schedule. Mandatory 3% pre-tax contribution.

Holidays:Eleven (11) days per calendar year. One (1) Floating Holiday per calendar year.

Personal Leave:Sixteen (16) hours accrued monthly used for vacation, illness, or personal time away from work Personal Leave is tiered based on years of service and increases overtime.
