The San Diego Regional Water Quality Control Board (San Diego Water Board) has an opening for a Water Resource Control Engineer in the Water Sustainability and Protection Unit. The position is located at 2375 Northside Drive, San Diego, CA 92108.
Under the close supervision of a Senior Water Resource Control Engineer and consistent with good customer service practices and the goals of the SWRCB Strategic Plan and the San Diego Water Board's Practical Vision, the incumbent will perform water quality engineering work related to the San Diego Water Board's Waste Discharge Requirements (WDRs) program. Specific job duties and responsibilities are described in the Duty Statement.

The incumbent is expected to apply engineering methods and principles in performing activities related to the identification, research, development, review, and interpretation of permit and regulatory requirements and other documents. The incumbent is expected to be courteous and provide timely responses to internal/external customers, following through on commitments, and to solicit and consider internal/external customer input when completing work assignments. In addition, the incumbent will review and evaluate water quality data, hydrologic data, and other project information with emphasis on the design, construction, maintenance, and operation of waste and wastewater management and monitoring systems; investigate the sources and movement of contaminants in surface and groundwater; ensure consistency with relevant water quality plans and policies, establish hydrological and engineering standards, and applicable laws and regulations; work collaboratively with other staff and the regulated community; prepare written documents for consideration by the San Diego Water Board; represent the San Diego Water Board before other boards, agencies, and groups; and provide presentations before the San Diego Water Board and other organizations concerning Board activities.

- Knowledge of (i) physical, biological, and chemical factors relating to the control of water pollution and water quality; and (ii) the management of surface waters and groundwaters to control water pollution and water quality.
- Knowledge of federal and State of California laws, policies, and regulations regarding protection and assessment of marine, estuarine, freshwater, and groundwater resources.
- Knowledge or experience designing and operating treatment systems for domestic, commercial, industrial, or agricultural wastewater.
- Experience in design, operation, or permitting of treatment systems for seawater desalination or potable reuse facilities.
- Knowledge or experience designing and implementing water quality monitoring programs to assess ambient water quality and effluent discharges.
- Knowledge or experience preparing and implementing National Pollutant Discharge Elimination System (NPDES) permits, Waste Discharge Requirements (WDRs), or similar water quality regulatory permits.
- Knowledge or experience managing or conducting environmental field inspections or investigations.
- Knowledge or experience collecting environmental (i.e., soil, water, soil vapor, sediment, air) samples.
- Experience preparing, reviewing, and interpreting technical reports, environmental documents, presentations, and regulatory documents (such as California Environmental Quality Act documents, permit applications, etc.)
