General Summary & Essential Responsibilities JOB SUMMARYPerforms specialized administrative support work performing complex technical review of building plans to ensure compliance with County land development regulations and codes. Confers with and reviews plans of developers, architects, engineers, land planners, contractors, property owners; coordinates with other governmental agencies also involved in plan review process. Work also includes acting as a lead worker providing guidance, direction and training to assigned staff.
ESSENTIAL JOB FUNCTIONS- Receives, reviews, and analyzes applications, building plans, and subdivision plats to ensure conformance with County land development regulations and codes, including verifying zoning, dimensions, calculations, approvals, fees, and inspections; performs reviews of the largest, most complex projects.
- Approves or denies plans; prepares comments in report form as to compliance with applicable codes for presentation to applicant and various review processes by applicable review boards; notifies Public Works regarding easements.
- Coordinates and distributes plans to other department staff and agencies as may be required and receives applicable comments from these agencies for appropriate distribution.
- Provides information and answers questions regarding zoning review practices, fees, processes, zoning codes, setback and elevations, waterfront property, and height restrictions and other issues to developers, contractors, citizens, insurance companies, and others.
- Prepares, maintains, and distributes department documentation and routine correspondence, including letters of no objections, flood determination, and zoning letters.
- Performs field inspections to verify compliance with a permit specification, field conditions, etc.
- May act as a lead worker, planning, organizing, assigning work to other technicians, and coordinating staff work schedules.
- Oversees the calculation, management, and collection of fees for permits.
- Performs basic administrative duties including written reports, memorandums, letters, and electronic correspondence, and communication through telephone and meetings.
- Provide exceptional customer assistance, problem-solving, and/or complaint resolution by all forms of communication.
Min. Education, Licenses and Certifications Education and Experience:An equivalent combination of relevant training, education and experience:
- High school diploma or equivalent supplemented by vocational or technical training in urban planning, zoning.
- Five (5) years of experience in plan review, zoning.
Licenses and/or Certificates:- Must maintain a valid driver's license.
Knowledge, Skills and Abilities - Knowledge of departmental policies, plans, and procedures.
- Knowledge of modern office practices, plans, and procedures.
- Knowledge of Microsoft Word, Excel, PowerPoint, and other job-related computer programs and software applications.
- Knowledge of the principles and practices of applicable land development codes and legal procedures that may be involved.
- Knowledge of zoning and land development codes, surveying terminology and ability to read legal descriptions.
- Knowledge of general zoning review procedures and regulations.
- Knowledge of mathematics involved in determination of land areas, distances, and other required computation such as unit densities and building heights.
- Knowledge of construction terminology and techniques.
- Skill in effective communication, both orally and in writing.
- Skill in prioritizing and organizing work.
- Skill in the use of office equipment such as a computer, multi-line telephone system, scanner, fax machine, and copier.
- Ability to perform complex zoning reviews.
- Ability to operate a motor vehicle.
- Ability to make recommendations and to use resourcefulness and tact in solving new problems.
- Ability to prepare effective correspondence on routine matters and to perform routine office management details without referral to supervisor.
- Ability to ascertain priorities and meet deadlines and objectives.
- Ability to plan, organize, lead, and train administrative and technical personnel
- Ability to follow written and oral instructions.
- Ability to maintain accurate records and reports.
- Ability to provide internal/external guidance and customer assistance via all forms of communication.

WORK ENVIRONMENTWork is primarily performed in an indoor, climate-controlled environment and is nearly absent from disagreeable elements (e.g., irate customers, extreme noise, heat, odors, heights and/or dust).
