This position evaluates the Department's Construction and Maintenance Programs and manages the Department's environmental programs to ensure compliance with federal, state and local environmental laws, regulations, and permits. Minimum QualificationsMINIMUM QUALIFICATIONS:
A bachelor's degree in a biological, earth, environmental, natural, physical, or social science, or in an engineering or architecture field
plus four years of experience in environmental science, natural resource management or cultural resource management; OR
A master's degree in a biological, earth, environmental, natural, physical, or social science, or in an engineering or architecture field
plus three years of experience in environmental science, natural resource management or cultural resource management; OR
A doctorate degree in a biological, earth, environmental, natural, physical, or social science, or in an engineering or architecture field
plus two years of experience in environmental science, natural resource management or cultural resource management.
Job Concepts Function of Work:
To administer departmental projects which require environmental duties such as evaluation through inspection, permitting, data collection and analysis, research and formulation of corrective actions, mitigation and preparation of environmental documents including, environmental assessments, environmental site assessments or environmental impact statements over a moderate staff.

Examples of WorkFUNCTION OF WORK: To evaluate the Department's Construction and Maintenance Programs and manage the Department's environmental programs to ensure compliance with federal, state and local environmental laws, regulations, and permits.
While in official capacity, DOTD employees must comply with applicable Louisiana and Civil Service Laws, rules, regulations, as well as DOTD policies, procedures, manuals and directives. This position requires a valid driver's license to participate in field and site visits and other similar events.
This position is responsible for meeting the environmental missions and goals for the Department through managing and directing the Environmental Compliance Unit (ECU) of the Department of Transportation and Development. This position serves to establish unit goals and objectives, and functions generally to identify broad environmental resource needs of the Department and, more specifically, to determine and provide the resource needs of the DOTD ECU. As a means of achieving these responsibilities, the incumbent exercises direct supervision over a staff of environmental professionals and various statewide environmental programs. Additionally, this position is responsible for the development and management of numerous consultant contracts regarding environmental compliance, assessments, risk evaluations, and site mitigation/remediation. The work, as administered through the ECU, ensures DOTD remains within state and federal compliance while accomplishing the overall mission of the Department. Direct supervision is received from the Environmental Engineer Administrator (Engineer 8).
Specific responsibilities and duties are outlined below.
35% Manages and directs the DOTD ECU, which is responsible for eight (8) statewide environmental programs. These programs relate to the regulatory compliance of Non-Active Underground Storage Tanks, Active Underground and Aboveground Storage Tanks, Wastewater, Storm water, Solid and Hazardous Waste, Vibration Monitoring/Abatement, Hazardous Communication, and Asbestos and Air Quality. Actively participates in field and site investigations, agency meetings, and other similar events related to these programs. Also, provides management and oversight of the ECU's staff in order to implement DOTD's environmental responsibilities. This is achieved through work assignments to accomplish unit goals, priorities, and schedules. Trains and guides staff in matters related to DOTD's environmental responsibilities and compliance. Directs and evaluates unit personnel regarding the daily implementation of personnel activities and matters related to DOTD and Civil Service's policies, procedures, and guidelines.
30% Advises the various Sections of the LA DOTD as to how environmental regulations will impact project development and other DOTD activities and to provide recommendations for cost effective approaches to such environmental constraints. Routinely, communicates with various officials of the LA DEQ and other agencies including LA DHH, US EPA, and FHWA to ensure a clear understanding of the DOTD objectives and priorities and simultaneously develops these objectives within the realms of the regulatory goals. Advises the Environmental Engineer Administrator and other administrative staff as to the nature, progress, complexities, and completion of the work performed by the ECU. Provides recommendations for environmental mitigation and works closely with legal counsel on matters involving environmental compliance.
20% Develops, negotiates, and manages environmental consultant contracts regarding environmental permits, compliance, assessments, risk evaluations, and site mitigation/remediation to ensure project development in a timely and cost effective manner.
5% Initiates and investigates environmental research funded under state and federal guidelines which has the potential for increasing the efficiency of the Department's operation. Proposes research projects, and serves on research review committees. May present at conferences, meetings, and training events, representing the Department.
5% Evaluates and determines the unit's budgetary and expenditure needs to ensure an adequate response to the Department's goals and objectives.
5% May be required to perform other duties as necessary including, but not limited to, emergency/disaster support activities.
