Position Summary The Portland Clean Energy Community Benefits Fund (PCEF) team at the Bureau of Planning and Sustainability (BPS) is seeking to fill a Project Manager position in Transportation Decarbonization to climate justice to join the PCEF team. Being part of the PCEF team is a fast-paced, dynamic and fluid endeavor. These positions will be part of a team that is responsible for investing around $1 billion over the next five years in projects and programs that reduce greenhouse gas emissions and advance racial and social justice. Funding areas include clean energy (energy efficiency and renewable energy), transportation decarbonization, regenerative agriculture, green infrastructure, and workforce and contractor development. Channels for funding distribution include strategic programs that are currently under development and through an existing Community Grant program.
Many PCEF grantees will come from communities that have historically not been given access in decision making processes or work in the climate sector; management of these grants will require building strong relationships and close monitoring to ensure that grantees are successful and that public funds are stewarded for maximum environmental and social benefit.
This recruitment seeks to fill a Project Manager position in Transportation Decarbonization.
Transportation decarbonization grants and contracts will vary widely. PCEF work can include bike/ped or complete street infrastructure planning and implementation, mode shifting initiatives increasing walking, biking, e-biking, and e-scootering, promoting active transportation, multi-modal planning projects, area planning, improving mobility and access to transportation, electric vehicle conversion, electric vehicle charger infrastructure planning and implementation, and reducing GHGs in our city's transportation options. The position will be joining two existing staff currently working in the transportation decarbonization group.
PCEF will rely on these position's high level of project management experience, knowledge of projects within their funding area, and communication skills to help ensure that our grantees and contractors have a positive experience and receive the support they need to be successful in implementing their projects and programs.
What you'll get to do:- Support grants and contracts awarded for projects and programs: Serve as primary point of contact for assigned portion of funding area portfolio; work with grantees and contractors to define detailed scopes and metrics, monitor grant/contract progress, process invoices, and ensure compliance and quality assurance. Management of PCEF grants and contracts will also require trouble-shooting and collaborative problem solving with a wide range of grantees and contractors to support project success.
- Review project proposals: As part of a team, this position will review and score project proposals and provide input and recommendations regarding awards and management processes.
- Participate in facilitated multi-stakeholder engagement and collaborations: In collaboration with other members of the PCEF team, support grantees/contractors and stakeholders (e.g., sub-contractors, professional associations, coalitions, members of the community, etc.) in opportunities to collaborate, improve outcomes, develop best practices, and share lessons learned.
- Assist with program analysis: In collaboration with other members of the PCEF team, this position will perform analysis to identify barriers and best practices related to projects in transportation decarbonization. This practice will contribute to the program's continuous improvement efforts.
- Provide support to strategic programs: e-bike rebate program, EV financing tools, Transportation Wallet: Access for All, Active Transportation Operations, Small Active Transportation Capital Investment Program, and Community Programming, Education, and Encouragement and others.

About the Portland Clean Energy Community Benefits Fund: As a first-in-the-nation community-led climate fund, PCEF's mission is to broaden community resilience and economic opportunity through climate action that advances racial and social justice. By partnering with community organizations, government agencies and businesses engaged in the climate and justice movements, PCEF enables local solutions to many of the city's most urgent challenges.
PCEF awards grants and contracts that serve communities with historically limited access to opportunity in the energy, transportation, construction, employment, agricultural and green infrastructure industries. The Fund enables partnerships that result in cleaner air, healthier schoolchildren, more affordable energy and other environmental and social benefits for communities most impacted by climate change. PCEF was created through a ballot initiative passed by Portland voters in November 2018.
