Duties Description • Lead development of waste reduction, and diversion implementation plans across OGS buildings and facilities.
• Lead development of short and long-term program goals through the analysis of data and feedback from training sessions.
• Develop and implement training and awareness programs to promote increased utilization of the 3R's Program by tenants of OGS operated buildings across the State. (Posters, flyers, brochures, website displays).
• Coordinate printing and graphic requirements of flyers, brochures, posters, etc. for training, promotion, and information purposes.
• Conduct on-site training of regional staff regarding current recycling objectives and requirements of the program.
• Utilize OGS Website to disseminate information about recycling issues and alternatives, i.e., encouraging purchase of products made from recycled material; using electronic files and email to minimize the use of paper or when copying in a must necessary use double-sided to reduce the use of paper.
• Work with Resiliency and Sustainability to review and interpret legislative reports, laws, regulations, or other pertinent documentation in the development of recycling program.
• Lead the development of a policy and procedure manual, working with Resiliency and Sustainability, to ensure uniform collection methods at all OGS Buildings for use by OGS custodial staff and private contractors, including a new system of tracking waste data for reporting that will align with the GreenNY and other waste reporting requirements.
• Lead the monitoring of the overall performance of the statewide OGS 3R's Program.
• Work regularly with OGS/RPM staff to produce accurate status reports on the performance of their individual recycling programs.
• Collect data from Building Managers and perform statistical analysis to identify products and locations to generate program enhancements.
• Ensure data is timely and accurately entered in the database.
• Generate reports for analytical review.
• Review reports, comparing goals and accomplishments.
• Investigate identified problems and direct relevant staff to develop solutions.
• Receive and approve 3R' s data submitted by all OGS buildings. Data includes weights of all recyclable materials either recycled or disposed of and weights of all batteries collected and recycled at all OGS managed facilities.
• Contact building staff with discrepancies and make corrections, if needed, before final entries are accepted into the OGS tracking system.
• Data recorded is used to generate annual 3R' s Waste Report as required by Executive Order 4, Executive Order 22, and other criteria.
• Analyze performance reports and assess the effectiveness of existing 3R's programs across the State.
• Draft comprehensive annual report to the Commissioner, Resiliency and Sustainability, and Division of Real Estate on the 3R's program.
• Work closely with OGS Procurement Services, Resiliency and Sustainability, and Division of Real Estate staff to develop and enhance future and current contracts regarding waste services:
• Review proposed contract and bid specifications.
• Provide any additional justification or information concerning the contract and/or bid specifications.
• If necessary, act as liaison with prospective bidders to answers specific questions regarding the OGS Recycling Program.
• In conjunction with Procurement Services staff, recommend award of contract based on pricing and transportation, etc.
• Lead development of studies and/or statistical data for cost analyses to determine the appropriateness and budgetary feasibility of the acquisition of additional recycling materials.
• Work closely with OGS Procurement Services, Resiliency and Sustainability, and Division of Real Estate for mini bids and the development of other contracts for waste services and custodial services.
• Design Waste Management PowerPoint presentations and generate Excel spreadsheets describing waste management data and practices at OGS for use at recycling shows and various other presentations.
• Respond to recycling inquiries from Building Managers and/or support staff regarding requests for recycling bins, waste pick-ups and vendor issues.
• Identify areas with opportunities for improvement. Provide buildings with suggestions and recommendations to enhance their recycling program.
• Contact vendors for pricing information on various types of recycling and specialty disposal.
• Work with vendors to resolve discrepancies in their pick-ups or weight slips for the Campus and regional buildings.
• Conduct physical waste audits in OGS managed facilities statewide. If deficiencies existed, follow-up to ensure required modifications have been implemented.
• Perform a full range of supervisory duties.
• Perform other duties as assigned.
Minimum Qualifications Seven years of experience in the oversight of municipal or private-sector programs designed to recycle metals, concrete, glass, construction debris, batteries, organics, paper, and/or plastics. At least one year of this experience must include the supervision of staff. The candidate must have the ability to review, evaluate, and make recommendations for the implementation of improvements to recycling initiatives and must possess a knowledge of recycling equipment alternatives.
