As Laboratory Environmental Health & Safety Manager (LEHS), this position is primarily responsible for occupational safety, chemical hygiene, and environmental protection as it pertains to the laboratories on campus. The LEHS Manager will be responsible for developing and managing a University-wide laboratory safety program that is in alignment with federal and state regulations, manage the chemical inventory, interface with vendors, place and monitor orders for supplies and equipment, and coordinate hazardous waste storage and disposal. This position will also provide advice and guidance on Lab EH&S policies for the University, and be accountable for effective response in times of crises, conflict and other challenges facing the campus and for effectively avoiding and mitigating risk.
Essential Functions- Carries out the responsibilities of a Chemical Hygiene Officer, Biosafety Officer, Lab Safety Officer, HAZWOPER training for Hazardous Waste Officer, and certain responsibilities related to environmental health and safety.
- Ensures University compliance with policies and procedures outlined in OSHA's Laboratory Standard and the University's Chemical Hygiene & Biosafety Plans.
- Creates proper documentation of current requirements and issues within the University labs. Ensure all issues are investigated in a timely manner and actively work to minimize future risks and incidents.
- Serves as an active member of the University Safety Committee. Work with the committee to develop, implement and document the training of faculty, staff and students on policies and procedures as they relate to usage of the laboratories. Recommend changes and updates in policies and procedures.
- Leads the development and refinement of laboratory safety programs; conduct health and safety audits, inspections to include laboratory equipment and prep rooms, environmental chambers, animal rooms, and storage and waste rooms, chemical and physical hazard reviews, and safety training; edit and revise health and safety guidelines and communicate effectively recommendations for improvement.
- Provides safety training (procedures, etc.) for students using NDMU labs in Knott and Bunting Buildings.
- As Lab Safety Officer, conducts refresher training on safety protocols through online training every six months.
- Prepares a Power Point presentation on safety to be distributed to faculty for use in the laboratories at the beginning of each semester.
- Develops and maintains a policy and procedure for student safety contracts; at the beginning of each semester, instructors are given copies for students to review and sign, then they will be collected, scanned and sent as PDFs to the instructors for their respective classes, and a copy kept for NDMU records.
- Develops/recommends online training module for students to be used at the beginning of each semester and for research students on general safety and chemical safety.
- Serves as the chair of the University Laboratory Safety Committee.
- Assists laboratory faculty and staff with decommissioning and clean-outs of laboratories to ensure proper hazardous material labeling, storage, disposal and/or redistribution, and proper decontamination of equipment and work areas.
- Conducts one-on-one sessions with laboratory faculty and staff to commission laboratories, and to ensure awareness of EH&S procedures and requirements.
- Yearly Hood Maintenance and Certification - serves as point of contact to schedule, track and follow up with any certification issues.
- Conducts fit testing and training for the respiratory protection program as needed for NDMU labs.
- Identifies potentially hazardous biological, chemical and radiological laboratory materials and collect samples of them for analysis as needed.
- Reports to the University Safety Committee and the University any significant problems, violations of NIH and other relevant guidelines, and any significant research-related accidents or illnesses.
- Works with the Laboratory Safety Committee to develop emergency plans for handling accidental spills and personnel contamination and investigate laboratory accidents involving recombinant DNA research.
- Provides advice on laboratory and research facilities security.
- Provides technical advice to Principal Investigators and the Institutional Biosafety & Laboratory Safety Committees on research safety procedures.
- Participates on the Institutional Animal Care and Use Committee.
- Manages inventory of laboratory supplies to include interfacing with vendors; maintain an accurate inventory of all chemicals being used in University labs, and ensure that MSDS forms are current and match chemical inventory; ensure that chemicals are being housed in accordance with best practices and in accordance with federal and state laws.
- Oversees the daily administration of the hazardous waste programs, which includes biohazardous, chemical and radioactive wastes and controlled substances, generated in both classroom and research laboratories. Coordinates special waste disposal projects and advises management on potential hazardous materials and makes recommendations as required. Maintains records for hazardous waste manifests and associated documents.
- Conducts periodic inspections for the following campus buildings, Knott and Bunting, for non-laboratory areas for compliance with environmental health and safety regulations; recommend and prioritize administrative actions to correct deficiencies.
- Performs such similar, comparable or related duties as may be assigned or required.
QualificationsKnowledge: Bachelor's degree in a Physical Science, Biological Science, Environmental Science/Engineering, Occupational Safety, Industrial Technology or related discipline; or an equivalent combination of training and experience. Knowledge of EHS, State and Federal rules and regulations; knowledge of local policies and regulations. Demonstrates an understanding of applicable policies and procedures, and maintains conditions that ensure a healthy and safe working environment.
Experience: 3-5 years of prior laboratory management and EHS experience required.
Skills/Aptitude: Solid aptitude for influencing and advocating for a culture that supports occupational safety, industrial hygiene and environmental protection. Excellent interpersonal skills. Excellent organizational skills. Demonstrated customer service skills as well as solid written and verbal communication skills. Demonstrated desire for accuracy and attention to detail, excellent time-management skills; and the ability to manage deadlines. Ability and specialized skills to: interpret and evaluate results to develop sound conclusions and recommend new or revised policies; understand problems from a broad perspective and develop strategic solutions. Proven ability to work with minimal supervision. Proven ability to work effectively in teams. Proficiency with Microsoft Office required.
