The mission of the Environmental Unit is to improve the environmental legacy of oil and gas and carbon energy development in Colorado and ensure: proper management of E&P Waste, cleanup of spills and releases, and final reclamation of locations. To carry out the mission, the Environmental Unit has the following purposes:
- Ensure compliance with the Colorado Energy and Carbon Management Commission (ECMC) Rules and Regulations, especially those that relate to the management of exploration and production (E&P) waste; the procedures for reporting, responding to, and remediating spills and releases of E&P waste; and the reclamation of oil and gas facilities and locations.
- Implement the ground water standards and classifications established by Colorado Department of Public Health and Environment (CDPHE) - Water Quality Control Commission (WQCC) for oil and gas related activities, E&P Waste, and remediation projects. Report annually to the WQCC and organize and participate in regular meetings with the Water Quality Control Division (WQCD) including the annual Groundwater Summit.
- Prior to, during, and/or after oil and gas activities, investigate, prevent, monitor, or mitigate conditions that threaten to cause or that actually cause a significant impact to air, water, or biological resources. Collect and analyze baseline subsequent data on any air, water, soil, or biological resource the Commission determines may be impacted by oil and gas activities.
- Investigate alleged violations of the Oil and Gas Conservation Act, ECMC Rules and Regulations, ECMC orders, or ECMC permits. Oversee the reclamation of land used for oil and gas activities once those activities have ended. Initiate and support enforcement actions.
Description of JobThis posting is only open to residents of the State of Colorado at the time of submitting your application.Position Summary: This position manages and directs the ECMC environmental unit, and professional staff members trained and skilled in scientific disciplines related to surface and ground water hydrogeology, geology, environmental sciences, geochemistry, reclamation, and remediation and mitigation of impacts, and other oil and gas related environmental topics. It also: manages delegated funds for environmental assessment, complaint investigation and resolution and special mitigation projects; provides technical support to the ECMC Commission and Director; and liaises with the public through public meetings and presentations.
Program Management and Supervision:Environmental manager, with supervisor responsibility over three Environmental Supervisors (EPS IV), one Reclamation Supervisor (EPS-IV), and one Environmental Data Group Supervisor (EPS IV). Duty includes personnel management, delegating responsibility for special projects, inspections, and assignments. The manager is relied upon by staff for policy leadership and expertise on program specific and scientific/engineering issues and initiative as well as personnel management techniques and procedures, constituency relationships, and broader program management issues. The manager has signature authority for actions and decisions that directly impact, pay, status and tenure of staff and assigns tasks, monitors work progress and flow in the Environmental Unit and assesses work products for accuracy and content to ensure consistency in technical approach and enforcement of ECMC rules and regulations.Public & Other Agencies Liaison:Responds to the public's concerns regarding the ECMC's policies, procedures, and/or regulations and interfaces with the media as the technical expert on environmental aspects of the Oil and Gas industry in Colorado. Recommends changes in the Oil and Gas Act or in the ECMC rules and regulations to the division Director and supports rulemaking activities. Chairs or attends meetings concerning the modification or implementation of Commission policy and rules and external stakeholder meetings.Manage Environmental Budget:Directs financial and budget operations of the environmental program in conjunction with the ECMC's Director and the Financial Manager to plan, negotiate, support and execute yearly requests to OSPB and JBC. Direct accounting staff in encumbering and tracking contract funds and budgeting and managing two major agency programs (i.e. Long Bill line items): the Environmental Assistance and Complaint Resolution (075), and the Special Environmental Projects and Mitigation Studies (076) as well as the Environmental Unit program costs (021).Enforcement:Provides oversight for enforcement activities involving oil and gas operators. Assesses and recommends civil penalties and fines based on environmental evaluation of damages.
