Position SummaryThe City of Bozeman is now accepting applications for a Water Resources Engineer to support our Engineering Team within the Utilities Department. This position will plan, oversee, and manage water- and wastewater-related civil engineering public infrastructure plans, projects, programs, and administrative duties.

Examples of Essential Work (Illustrative Only)- Plans, recommends, and approves appropriate designs, construction, and maintenance of City drainage systems, water and wastewater treatment systems, sanitary sewer systems, public water supply systems, non-potable water supply systems, and other related public improvements based on City, state, and federal codes and regulations and professional standards;
- Assists with the administration of municipal water rights and participates in the acquisition or transfer of water rights;
- Performs professional engineering duties in the review and development of both small and large scale plans, policies and programs in support of the City's goals in alignment with private and public development;
- Prepares design reports, infrastructure design plans, specifications, and contract documents for various water-related infrastructure projects Prepares staff analysis and presents to the City Manager, City Commission and various citizen groups, boards and commissions;
- Explains policies, procedures and regulations to the public, developers, business organizations, contractors, architects and related persons;
- Performs on-site inspections to determine conformance with approved plans;
- Establishes procedures for collecting, summarizing and storing programmatic data to improve program effectiveness using computers, source documents and related items;
- Prepares reports for public review, internal use, or review by outside organizations, including reports describing projects and program goals or activities;
- Determines the appropriateness and validity of data for use in various projects and makes recommendations for additional data collection as needed;
- Analyzes rules, laws and regulations of other agencies to determine their impact;
- Coordinates with State and Federal agencies to assure compliance with required permits and regulations including but not limited to municipal water, wastewater, stormwater, industrial pre-treatment, and flood plain;
- Coordinates and implements all aspects involved in screening and selecting firms to provide professional engineering services to the City, including preparation of requests for proposals or qualifications, interviewing candidates, recommending selections and negotiating contracts;
- Reviews bid documents, attends bid conferences, evaluates bids, makes bid award recommendations, as well as reviews and processes contractor pay requests;
- Reviews and coordinates the creation and implementation of Special Improvement Districts;
- Provides technical engineering services, advice, information, and recommendations to the City Manager, City Commission, and City department and division heads;
- Administers professional service contracts, including managing professional services and construction contract documents, contracting amendments and additional work claims, and providing overall project administration;
- Notifies property owners of property impacts and construction schedules of projects as requested, including addressing and resolving property-owner and citizen complaints and concerns about projects;
- Completes and maintains records of all necessary reports, charts, graphs, and correspondence;
- Secures, reviews, and prepares easement documents for public facilities;
- Oversees the work and progress of consultants on construction plan development and construction cost estimates, including ensuring that plan development criteria are followed, reviewing plans for errors and omissions, and making schedule due date adjustments as necessary;
- Oversees the work and progress of consultants on engineering planning studies and pre-design reports, including ensuring study development criteria are appropriate to develop useful planning scenarios and reasonable design alternatives, reviewing studies and reports for errors and omissions, and making schedule due date adjustments as necessary;
- Identifies project right-of-way needs, including preparing or obtaining from others the documents necessary for acquisition of right-of-way, coordinating acquisition efforts with consultants, and negotiating with owners to secure right-of-way as needed;
- Provides and interprets floodplain information, including reviewing floodplain studies and flood hazard evaluations, reviews and processes floodplain development permit applications, evaluates FEMA Letter of Map Change applications, and participates in the administration of the City's floodplain regulations;
- Prepares, reviews, and evaluates hydraulic analyses, including utilization of the City's water distribution system and wastewater collection system computer models;
- Participates in the development and maintenance of infrastructure construction policies and standards, municipal code amendments concerning infrastructure and water- and wastewater policy, administrative procedures manuals, and workflow checklists;
- Tracks proposed state and federal rulemaking and administrative decisions, drafts comments concerning proposed rules and regulations, and recommends and prepares draft objections to state and federal administrative decisions;
- Provides needed information and demonstrations concerning how to perform certain work tasks to new employees in the same or similar class of positions;
- Keeps immediate supervisor and designated others accurately informed concerning work progress, including present and potential work problems and suggestions for new or improved ways of addressing such problems;
- Attends meetings, conferences, workshops, and training sessions and reviews publications, and audio-visual materials to become and remain current on principles, practices, and new developments in assigned work areas;
- Responds to citizens' questions and comments in a courteous and timely manner;
- Communicates and coordinates regularly with appropriate others to maximize the effectiveness and efficiency of interdepartmental operations and activities;
- Performs other duties consistent with the role and function of this classification.
Minimum Required Qualifications - Bachelor's Degree in Civil or Environmental Engineering, or a closely related field; and
- Considerable (3-5 years) experience in Civil or Environmental Engineering; and
- Registration as a Professional Engineer (P.E.) in the State of Montana either at the time of hire or by reciprocity with another state to be obtained by the end of the initial employment period; or
- Any combination of experience and training which provides the equivalent scope of knowledge, skills, and abilities necessary to perform the work.
Required Knowledge, Skills, and Abilities- Thorough knowledge of all pertinent Federal, State, and local laws, codes, ordinances, and regulations;
- Thorough knowledge of modern practices of civil engineering related to planning, design, construction, maintenance and operation of a wide variety of public works facilities, including working knowledge of hydraulics, water treatment, survey, road design, water, sewer, flood plain administration, and storm design;
- Thorough knowledge of environmental impact issues, laws, and regulations;
- Thorough knowledge of generally accepted construction standards and construction methods, materials, techniques, phases, practices, and procedures;
- Thorough knowledge of construction plans, specifications, and construction details;
- Thorough knowledge of the principles and practices of plan development and the use of all necessary drawing equipment and software;
- Substantial knowledge of the common law doctrine of prior appropriation and the tenets of water rights administration;
- Substantial knowledge of purchasing and finance policies, procedures, and processes;
- Substantial knowledge of or ability to quickly learn the methods used for citizen involvement in planning projects;
- Substantial knowledge of data gathering and research techniques;
- Substantial knowledge of data management, and data analysis;
- Some knowledge or, or the ability to quickly learn Bozeman Unified Development Ordinance, Montana Codes Annotated, and Administrative Rules of Montana;

Required Special Qualifications - Possession of a Montana Professional Engineer License, or ability to obtain a Montana Professional Engineer's License within 6 months of the date of employment;
