SUMMARYSite regulatory expert for solid and hazardous Waste Management Programs, groundwater treatment, and stormwater management; ensuring compliance with all associated legal requirements. Negotiates waste disposal and recycling agreements, and acts as the facility point of contact for such agreements.
Responsible for identifying and implementing waste disposal cost savings. Duties also include coordination with Environmental Operations and SHE Manager to ensure proper management of the site groundwater treatment, wastewater treatment, and storm water systems.
ESSENTIAL DUTIES AND RESPONSIBILITIESInclude the following. Other duties may be assigned.
- Manage waste and recycling vendors, including active contract management; creating waste profiles and requests for proposal for waste and recycling contract bid packages; and negotiating best price for waste disposal contracts
- Responsible for maintaining site in accordance with all applicable solid and hazardous waste regulations, including the Resource Conservation and Recovery Act (RCRA)
- Advise management on regulatory developments applicable to waste management and cost-effective programs for compliance
- Supervise the off-site recycle or disposal of all plant solid wastes, including hazardous, nonhazardous, and sanitary wastes, to include documentation and tracking of waste costs and volumes. Implement site policies and procedures to establish an ethical and compliant disposal network
- Oversee procedures to ensure approval and maintenance of compliant waste treatment and disposal vendors, including an audit program of such vendors
- Oversee the operation of the CPC Site Groundwater System in accordance with the consent order and within budget; including sampling, analysis, and record keeping programs and the operations and maintenance activities
- Supervise soils management during any construction/excavation (planned or emergency) per the site-specific Health and Safety, and Remediation MACT Plan
- Responsible for general oversight of the storm water management and the SPCC Plan (Spill Prevention, Controls, and Countermeasures Plan)
- May be delegated job responsibilities of the SHE Manager during absences
LEADERSHIP & BUDGET RESPONSIBILITIESTrack, maintain, and assist in the development of area budgets. Implement and coordinate all aspects of Site Waste Management Program. Provide guidance for economically efficient management of site solid and hazardous waste management systems.

EDUCATION and/or EXPERIENCEBachelor of Science Degree in related science, or Engineering field, or equivalent experience; with 3 years' experience in wastewater treatment, waste management and disposal, and thermal incineration, or a combination of the above.

Ability to write reports, business correspondence, and procedure manuals.
