MNS is hiring a Resident Engineer to serve as the Owner's professional representative on water/wastewater/wet infrastructure construction projects, assuring projects are being built according to the contract documents
Essential Duties and ResponsibilitiesGeneral
- Works with technical field inspectors and project team members to assure project goals are being met
- Performs a wide variety of construction engineering, including but not limited to water and wastewater facilities
- Handles MNS Quality Control and project Quality Assurance
- Manages professional and technical staff and contract administration
- Reviews change orders, shop drawings, materials testing, surveying
- Conducts meetings and utility coordination
- Arranges for materials testing, surveying, grade verification and requests for payment
- Complies with EEO/labor compliance requirements
- Prepares progress and final documents to meet each project's regulatory agency administration requirements
- Works on a major project or several projects of moderate scope with complex features
- Prepares and reviews complete project documents for conformity and quality assurance
- Assists other market leaders and staff as a technical specialist or advisor as needed
- Supervises all staff necessary to complete assignments and is responsible for project profitability
- Maintains scopes, budgets, and schedules for assignments
- Prepares proposals to provide professional services under the direction of Regional Market Leader
- Resolves issues arising from the inspection process or from contract administration
- Assists with recruitment and proactively mentors junior staff
- Acts as primary point of contact with clients and approving agencies
- Other related duties as assigned
Water and wastewater system construction oversight
- Supervise the installation of water pipelines, sewer lines, pump stations, and treatment plants, ensuring correct design and installation.
- Oversee the construction of treatment processes in facilities, such as clarifiers, filtration systems, disinfection units (e.g., chlorination), and chemical dosing equipment.
- Ensure the proper sealing, pressure testing, and leak detection of water distribution pipelines and sewer systems.
- Manage the construction of stormwater management systems (e.g., retention basins, culverts, drainage ditches) to prevent flooding and manage water flow in urban areas.
- Oversee the correct installation and testing of mechanical equipment like pumps, valves, blowers, and aerators in wastewater treatment facilities.
- Ensure proper grading and erosion control around water facilities to prevent contamination or failure of critical infrastructure.
Environmental compliance and health standards
- Ensure compliance with environmental regulations such as the Clean Water Act, National Pollutant Discharge Elimination System (NPDES) permits, and local water quality standards.
- Oversee implementation of erosion and sediment control measures to protect water bodies from construction runoff.
- Work with environmental engineers to ensure that effluent from wastewater treatment facilities meets discharge permit requirements.
- Ensure the proper handling and treatment of hazardous materials, including chemicals used in water/wastewater treatment.
Coordination with utility agencies
- Coordinate with local water and sewer agencies to ensure the infrastructure meets public health standards and is integrated into existing networks.
- Liaise with state and federal regulatory agencies to ensure compliance with water and wastewater regulations.
Requirements
MINIMUM EDUCATION, LICENSURE, OR CERTIFICATION REQUIRED
- BS in Civil Engineering or related field
- California registered Professional Engineer (P.E.) required
- Valid California Class C driver's license and an acceptable driver's record are required
MINIMUM EXPERIENCE REQUIRED
- 8 + years construction contract management experience related to water or wastewater construction projects
- Working knowledge of federal/state/local water regulations and document coordination on federally or state funded projects
Desired Construction management Experience
We are seeking candidates with experience in some of the following areas. While not every item is required, experience in a combination of these areas will be highly valued:
- Large diameter sewer and water pipeline, including trenchless installations
- Water and wastewater treatment plants, including membrane filtration technology
- Sewer lift stations
- Booster pump stations
- Groundwater wells
- Stormwater diversion, capture, and treatment
- Flood control infrastructure
- SCADA installation, integration, and startup commissioning
OTHER REQUIRED SKILLS
- Possesses good oral and written communication skills
- Interacts with other staff
- Represents the organization in communications and conferences pertaining to broad aspects of engineering assignments
- Able to negotiate change orders effectively
- Able to effectively manage people

Salary Description
$177,000 to $225,000 per year
