The Work You Will Do:This position is responsible for the oversight and coordination of wastewater program activities for general and generic permits, associated rulemaking, and permits the program issues. Additionally, this position will review work associated with activities related to state and federal requirements including wastewater permits issued under Chapter 403 Florida Statues; review of district permits; and wastewater coordination with other Programs including implementation of water quality standards.
Staff within the Wastewater Management Program work closely with DEP district offices, other Programs within DEP, the U.S. Environmental Protection Agency, the regulated community and the public. In fulfilling the requirements of this position, the Environmental Manager is responsible for maintaining effective communications in a manner that is consistent with the agency's mission, standards, values, and expectations for fairness, cooperation, and respect.
The Difference You Will Make:The Division of Water Resource Management (DWRM) is responsible for implementing state laws providing for the protection of the quality of Florida's drinking water, ground water, rivers, lakes, estuaries, and wetlands, and reclamation of mined lands. This position plays a critical role in helping to ensure Florida's groundwater and surface water resources, as well as public health, are protected by providing critical oversight over the implementation of the statewide Wastewater Management Program.

Pay: 68,000 - $70,300/ annually (commensurate with experience)
Your Specific Responsibilities: - In carrying out the duties of this position, the incumbent is expected to at all times to be aware of, and abide by, the Department's Standard of Conduct, as well as any and all Department and/or work unit rules, directives, policies, procedures, and/or general orders applicable to performing the duties of this position. Incumbent is also expected to actively support and work toward fulfilling the Agency's Affirmative Action objectives.
- The primary responsibility is overseeing and directing the work of staff. Ensure subordinates are effectively communicated with, motivated, trained, and evaluated on directed work performance, and responsible for time and attendance of subordinates.
- Oversees and coordinates wastewater program activities for wastewater permits, associated rulemaking and permits the program issues. Additionally, this position will review work associated with activities related to state and federal requirements including wastewater electronic reporting, and wastewater permits issued under Chapter 403 Florida Statues; review of district permits; and wastewater coordination with other Programs including implementation of water quality standards.
- Assists with the management of the wastewater program. Assists with required reporting, briefing updates, and assignments. Develops and assists with implementation of efficiency measures to benefit the program. Ensures consistency with the districts.
- Leads rulemaking and policies related to wastewater management. Recommends revisions to rules and policies as needed. Takes the lead and coordinates workflow associated with wastewater permitting and oversight.
- Coordinates the state's permitting activities related to wastewater management with the district offices, delegated local program and other department staff. Conducts training and technical guidance.
- Interprets wastewater rules and policies in accordance with Chapter 403, Florida Statutes, under Chapters 62-160, 62-600, 62-601, 62-604, 62-610,62-611, 62-620, 62-621, 62-625, 62-640, 62-660, and 62-670 Florida Administrative Code and applicable Florida Statutes.
- Consults with, coordinates with and responds to inquiries from state and federal agencies, local governments, regulated community and the public on industrial water issues.
- Evaluates the feasibility of wastewater management technologies and provides technical assistance on the use of those technologies.
- This position may be placed on call to remain available to perform essential duties.
Required Knowledge, Skills, and Abilities: - Ability to manage and supervise staff.
- Ability to plan, organize and coordinate work assignments.
- Skills in the use of personal computers and software for processing and developing industrial wastewater permits.
- Ability to analyze and interpret scientific and technical industrial wastewater management and applicable regulations.
- Ability to communicate effectively verbally and in writing.
- Ability to understand and implement Florida Water Quality Standards.
- Ability to establish and maintain effective working relationships with others internally and the public.
Required Qualifications: Valid Driver's License. Travel. Bachelor's degree from an accredited college or university and three-years of verifiable related experience; or any combination of post-secondary education or verifiable related experience, as described above, for a total of seven-years. Pursuant to the sections 110.1127 and 435.04, Florida Statues, and DEP Directive 422, Background Investigation, is required to successfully complete a background and fingerprint check.
