WORK HOURS: 8:00 AM TO 5:00 PM*** The anticipated start date for this position is January 1, 2025 ***
Duties and ResponsibilitiesThe functions listed below are those that represent the majority of the time spent working in this position. Management may assign additional functions related to the type of work of the position as necessary.- Greets citizens and provides excellent customer service, while working the front office counter of the Zoning Division.
- Receives and processes rezoning applications and zoning permit applications such as garage sale permits, temporary sign permits, and fence permits; provides instructions to applicants regarding completing forms, required submittals, application procedures and review and approval timeframes.
- Examines complex construction drawings for residential developments (new, additions, alterations) and accessory structures for compliance with zoning codes and regulations and if appropriate, issues zoning approval for zoning and building permits.
- Responsible for interpreting and implementing Article III - Zoning Regulations as well as reviewing, applying, and enforcing City Council, Planning Commission, Board of Adjustment, and Development Review Committee Conditions of Approval.
- Reviews for sufficiency and completes applications for Board of Adjustment, Planning Commission and City Council for lot splits, change of use, mini site development plan, and conditional use.
- Answers the telephone and provides information to citizens, contractors, developers, and applicants for land development code requirements, rezoning, and development approval requirements and procedures.
- Perform as a Notary Public, as a service to the City officials and the public.
- Initiates recommendations for improvement of procedures and techniques for file organization, mapping and other record creating and maintenance procedures.
- Accepts and processes Business Tax Receipt (BTR) applications and coordinates the scheduling of new business inspections.
- Performs general property research and works with other agencies such as City, County, property appraiser, tax collector, and clerk of courts.
- Updates Division maps, such as annexation, future land use, and zoning, which are to be converted to an electronic format.
- Maintains zoning, BTR and development files electronically in the citywide land management system.
- Provides mapping support to the Zoning Division, primarily using GIS and computer graphics programs, after completing an in-house training program, and maintains GIS data layers for the Zoning Division.
- Coordinates and compiles staff reports for Board of Adjustment, Planning Commission, and City Council.
- Assists with updates to the Land Development Code as changes are adopted.
- Serves as back-up for entering DRC cases into the citywide land management system.
- Bilingual preferred (Spanish/English)
- Performs related work as assigned.
Minimum Education and Experience RequirementsRequires High School graduation or GED equivalent supplemented by three (3) years or Associates Degree and two (2) years of relevant technical experience in local government, clerical or administrative support; or an equivalent combination of education, training and experience that provides the required knowledge, skills and abilities.
Within six (6) months of obtaining the position the employee will be expected to complete basic GIS training from higher level staff and be able to produce basic maps and otherwise provide graphic staff support primarily using GIS and computer graphics programs.
Must possess and maintain a valid state Driver's License with an acceptable driving history.
Preference will be given for possession of an active Zoning Inspector certification from the International Code Council.

Ability to read, write and speak in English is required.
Reasoning:Ability to apply common sense understanding to carry out instructions furnished in written, oral, or diagram form. Ability to deal with problems involving several concrete variables in standardized situations.
