What we are looking for:Small Forestland Owner ForesterThe purpose for this position is to Administer the Forest Practices Act and rules with special attention to the components associated with Small Forestland Ownership, assist small forestland owners in obtaining their objectives and providing for the societal values of the citizens of this state by offering information and assistance that encourages long term investments in forest management activities that are consistent with sound management of soil, air, water, fish and wildlife resources. This is accomplished with statues, rules, programs and policies that relate to: Oregon Forest Practices Act; tax credits; cost share and grant funding (internal and external); fire protection; integrated pest management; resource protection; voluntary measures in the Oregon Plan for Salmon and Watersheds; and best management practices to maintain water quality.
This position can be housed at either Springfield or Sweet Home and will work closely with the Small Forestland Owner office in Salem to provide on-the-ground and administrative process coordination and leadership to small forestland owners and projects.
Stewardship ForesterAs the Stewardship Forester you will administer the Forest Practices Act. Administration includes helping landowners obtain their objectives by offering information and assistance that encourages long term investments in forest management activities that are consistent with sound management of soil, air, water, fish and wildlife resources. This is accomplished with statues, rules, programs and policies that relate to:
- Forest practices.
- Cost share funding; fire protection.
- Integrated pest management.
- Best management practices to maintain water quality.
This position is important as the incumbent is the primary contact for private landowners with the Department's programs and regulatory functions. In this respect the person in this job has the opportunity to mold or reinforce a positive attitude by landowners about forest resources.
This position also provides technical advice and assistance to non-industrial, private landowners and administers and coordinates state and federal cost-share and incentive programs and provides forest taxation information to family forest landowners. Some duties include:
- Assist operators and landowners prepare Notification of Operation and permits to use fire or operate power driven machinery.
- Evaluate notifications, review and comment on written plans and approve plans for alternate practices consistent with Oregon's Forest Practices Act.
- Inspect forestry operations for compliance with Oregon's Forest Practices Act.
- Inspect and monitor reforestation requirements.
- Investigate complaints registered from the general public.
- Help landowners achieve their objectives on their forestland while meeting or exceeding the Forest Practices Act.
Minimum QualificationsTwo years of experience in Forestry and/or a closely related natural resource program,
and a bachelor's degree in forestry and/or a closely related natural resource program.
ORThree additional years of related (pertinent) experience
OROne year of experience in Forestry, Wildland Fire, or a closely related natural resource program, and a master's degree in forestry, Fire Science or a closely related natural resource program.
Desired Skills:Small Forestland Owner Forester - Knowledgeable on a wide array of aspects of forestry that may relate to woodland practices, management planning, assistance to woodland owner, timber harvesting, regeneration, fire prevention.
- Ability to organize, plan, and perform work safely and effectively with minimum supervision.
- Interpersonal skills including ability to communicate both orally and in writing with land owners, operators, contractors, other agencies, and the public.
- Working knowledge and experience with the Oregon Forest Practices Act, especially those factors related to Small Forest Owners.
- Experience or education in using GIS to create project maps, especially use of ArcPro or ArcGIS Online.
Stewardship Forester- Working knowledge of forest management technology and recommended best management practices.
- Excellent verbal and written skills including working with operators, landowners, and the public in communicating technical information and prescriptive standards.
- Experience providing education and outreach to a variety of users such as landowners, operators, small woodland owners, and other agencies in classroom/workshop and/or field tour settings etc.
- Experience or education in using GIS to create project maps, especially use of ArcPro or ArcGIS Online.
- Experience in the layout and preparation of timber sales, including experience in sale boundary posting, timber cruising, timber appraisal and timber sale contract preparation and administration.
