Marine Fisheries Biologist is responsible for designing, conducting, and evaluating scientifically sound projects that address fishery management needs for the Manteo Field Office of the Division of Marine Fisheries. The Biologist is responsible for data analysis, preparation and review of technical reports, preparation, and review of grant proposals for funding from state and federal sources and recommending management actions for finfish resources. The Biologist will participate in state fishery management activities and work with other state and regional agencies. The Biologist will support fishery management plan development and revision by identifying and analyzing management issues, serving on plan development teams, and acting as staff lead on one or more fishery management plans. The Biologist will ensure project goals are met and procedures followed for fishery-independent research projects involving the use of gill nets, trawls, seines, longlines, and other gears. The biologist will supervise three or more fisheries technicians. The biologist will prioritize and schedule biological sampling activities, conduct performance evaluations, respond to public inquiries, participate in public meetings and hearings, and promote good relationships with the fishing public. The Biologist will participate in field sampling and will operate trucks, boats with outboard motors, trailer boats, and use various types of sampling equipment. Strong oral and written communication skills are required for dealing with the public and colleagues.
Key Responsibilities: - Design and oversee monitoring programs, participate in monitoring surveys, analyze, and interpret data, and make management recommendations for marine fish resources.
- Participate in the fisheries management activities of the Division, including development and implementation of fishery management plans and cooperate with other state and regional agencies.
- Provide supervision for three or more technicians in the Manteo Field Office to ensure Division projects, federal projects, and program goals and objectives are met.
- Present analyses and trends of data graphically in written reports and at meetings.
- Attend meetings with other state and federal management agencies and respond to public inquiries from recreational and commercial fishing groups and the public.
- Analyze and interpret data collected from various fishery monitoring programs and be familiar with quantitative stock assessment methodology, survey design, and biostatistical analysis.

The DMF's jurisdiction encompasses all coastal waters and extends to 3 miles offshore.
