Exempt Director of Construction and Sustainability
General Definition of Work
The Director of Construction and Sustainability, under minimal supervision, performs senior level work with extensive decision making discretion organizing property records, facilities data, and financial data, tracking construction project costs through a departmental cost accounting
system, and coordinating the Department's Minority Business Enterprise (MBE) program. Employee develops and monitors facilities construction reporting and capital projects and provides oversight to the district sustainability and energy processes. Employee performs highly advanced and supervisory work to carry out Board of Education policies and procedures related to Construction and Sustainability under the direction of the Senior Executive Director of Building Services Qualifications

The normal place of work is on the premises used by Durham Public Schools. Durham Public Schools reserves the right to require you to work at such other place(s) as it may reasonably require from time to time.
Essential Functions

Adhere to all state, federal, and local laws, policies, and procedures
Lead, manage, supervise, and evaluate assigned staff/programs in the district
Facilitate and participate in the preparation of state and local budget requests
Collaborate and evaluate long-term needs in relation to major projects and property improvements and work to facilitate the development of the short-term and long-term Facilities Master Plans
Responsible for maintaining and updating the five-year capital needs survey to project five-year capital building equipment needs
Administer and oversee all construction and capital projects budgets and preparation of statistics and reports of budget items
Prepare, evaluate, and report data for capital construction needs
Perform and oversee architect/consultant selection recommendations and design development of school construction projects
Approve pay applications, invoices, and change orders

Compile school construction project cost estimates and budgets to plan for future school construction, bond programs, capital improvements, and manage on-going projects
Serve as liaison between the department and members of the public, various school officials, department heads, zoning officials and various government agencies
Participate in planning for future construction projects including the planning for bond programs, long-range construction planning, and determining locations and construction timeframes for new schools and additional/renovation projects
Perform administrative, technical, and professional construction management and inspection work in order to supervise new construction and renovation projects of school facilities and properties
Oversee construction management by assisting the project managers to ensure technical aspects of construction projects meet specifications and monitoring the progress of projects to ensure timely completion
Develop and monitor facilities construction reporting system common to all projects regardless of construction manager
Coordinates districtwide sustainability program
Complete local, state, or federal surveys and reports accurately and promptly
Participate in professional development workshops and leadership training
Create an inclusive environment with positive communication/public relations
Facilitate the development of the department's improvement plan
Perform related work as assigned or required

Knowledge, Skills, Abilities

Comprehensive knowledge of federal, state, and local polices/codes and procedures regarding facility management, planning, maintenance, and construction
Considerable knowledge of building trades, materials, construction methods, maintenance methods, state/local codes, and related items
Considerable knowledge of environmental regulations
Thorough knowledge of real property principles and practices including acquisition of property, disposal of property and negotiations procedures for all property transactions
Thorough knowledge of state laws and local ordinances related to property transactions
Thorough knowledge of the principles, practices, and methods of cost accounting
Thorough knowledge of regulations and procedures regarding rezoning
Thorough knowledge of regulations and procedures regarding redistricting and/or revising school attendance zones
Thorough knowledge of planning principles and practices including demographic analysis, strategic organization planning, and the dynamics of community participating planning
Skilled in technology with demonstrated ability to use spreadsheet software and word processing software
Ability to define and prioritize facility needs, develop short-term and long-term plans to meet those needs, and create appropriate workflow
Ability to reflect appropriate response to situations, while maintaining a professional and personal demeanor

Ability to use computer-based financial software packages to include experience with database search and retrieval both through query functions and typical web-based reporting in order to answer questions or to detect errors
Ability to maintain professional and emotional control under stress
Ability to learn and use specialized tools, equipment or software related to business needs
Ability to develop, monitor, and implement a fiscally sound budget
Ability to direct and evaluate the work of others
Ability to implement local, state, and federal rules, guidelines, and procedures into daily business operations
Ability to communicate effectively
Ability to reason, make judgments, and maintain effective working relationships
Ability to employ positive communication skills in all settings/mediums
Ability to problem-solve utilizing sound judgment
Ability to maintain confidentiality regarding school system business
Ability to develop related charts, graphs, reports, and records pertaining to school planning and strategy

Ability to conceptualize, initiate, monitor, and evaluate new and/or current programs
Demonstrated ability to perform detailed work, planning, risk assessments, and associated risk mitigation actions
Demonstrated ability to work effectively in a deadline-driven, rapidly changing team environment

Education and Experience

Bachelor's degree in architecture, engineering, construction management or related field and ten (10) years of practical experience preferred
Equivalent combination of education and experience

Special Requirements

Possess and maintain a NC Driver's License
Must maintain a safe driving record
Travel to school district buildings and professional meetings as required

Physical Requirements/Working Conditions

Work requires the exertion of 50 pounds of force occasionally, up to 20 pounds of force frequently, and up to 10 pounds of force constantly to move objects
Work regularly requires exchange of accurate and detailed information through oral and written communication
Constantly operates a computer and other office business equipment
Ability to remain in stationary position for required meetings/work
Ability to move to other work locations
Visual acuity requires preparing and analyzing written or computer data, determining the accuracy and thoroughness of work, and observing general surroundings and activities

Hearing is required to perceive information at normal spoken word levels, and to receive detailed information through oral communications
Work requires preparing and analyzing written or computer data, operating standard office equipment, use of advanced technology
Work occasionally requires exposure to outdoor weather conditions
Work is generally in a moderately noisy location (e.g., business office, light traffic)
Requires the ability to deal with people beyond giving and receiving instructions
Must be adaptable to performing under mild to high levels of stress
Must be on-call as a regular part of the job
