Purpose/IntroductionChevron Phillips Chemical is seeking an Environmental Engineer/Specialist to join the Environmental, Health, Safety, & Security (EHS&S) team for the Golden Triangle Polymers (GTP) facility located in Orange, TX. This is an exciting opportunity to utilize your experience and be part of a team contributing to the design, startup, and operation of a new plant from the ground up. This position will be assigned to the project location in Orange, TX and will be a permanent position and member of the EHS&S team upon project completion.
The successful candidates will be tasked with implementing systems, policies, and procedures for ensuring compliance with applicable federal, state, and local environmental air regulations, as well as adherence to company policies, procedures, and company best practices.
During the project/construction phase, this position will be heavily involved in developing and championing tasks from the EHS&S Operational Readiness Plan. The position will report to the Environmental Superintendent and will also support the project Environmental Lead (as directed by Environmental Superintendent). Following startup, the job functions will transition to a more traditional Environmental Engineer/Specialist role characterized by normal plant operations. #HPCP
Responsibilities - Lead development and implementation of Title V and NSR Permit Reasonable Inquiry matrix for configuration of Title V electronic upward cascading system with tasks for input into electronic task management system
- Work directly with External Procurement Contractors (EPC) and GTP project team to compare design to applicable permit and regulatory requirements. Provides Operational Excellence (OE) evaluation and comparison of design based on company OE standards and Environmental Basis of Design documentation
- Provide SME technical guidance to EPC work teams to ensure project designs comply with all applicable regulatory requirements
- Provide technical expertise on the project (P&ID, PFD, etc. review)
- Provide expertise in Federal, State, and Local environmental regulations
- Assist in the development of procedures and guidance documents to support compliance with environmental areas to support Operational Excellence (OE) and Operational Readiness (OR) activities
- Develop tools, workflows, and systems to implement, maintain, and improve monitoring, record keeping, and reporting for environmental compliance, such as EI and 12-month rolling calculations.
- Develop strategies to ensure activities/conditions are consistent with CPChem policies and procedures and comply with Federal, State, and Local regulations
- Investigate requirements outside of knowledge base and provide guidance on areas of concern in an organized and defendable method
Required Qualifications - Bachelor's degree in engineering or environmental sciences related fields
- At least 3 years of working knowledge experience in TCEQ and EPA regulations in a refinery or petrochemical manufacturing facility
- Strong knowledge of federal NSPS, NESHAP, MACT, and Title V regulations
Preferred Qualifications - Engineering degree
- Knowledge and experience in Title V, NSR, permitting, compliance, monitoring/testing, recordkeeping, and reporting requirements
- Knowledge and an in-depth understanding of the manufacturing Polyethylene and Ethylene production units and processes to which the regulations and requirements must be applied
- Experience with environmental data acquisition systems and electronic environmental management systems/software and environmental metrics spreadsheets/related database tools
- Experience with routine and initial stack/performance emissions testing
