This position currently qualifies for a hybrid telework option with routine office and remote workdays. The NC Department of Environmental Quality trusts our employees to be self-motivated and successful in hybrid/remote roles. Telework options are subject to change at the discretion of management.This position performs advanced technical work analyzing data, planning, organizing, and recommending programs and strategies to help the state reach its strategic waste reduction and diversion goals. Through the support of North Carolina's recycling business and manufacturing sectors, this position recommends funding priorities, seeks grant and other funding opportunities to expand the state's material recovery infrastructure, and coordinates the development of strategic program and economic incentives to support the material recovery and use of recycled content in NC manufacturing.
This position will also serve as an Environmental Stewardship Initiative (ESI) coach and be a primary staff contact for industrial and manufacturing materials management issues. The Recycling Program Analyst II plays a pivotal role in supporting the delivery of materials management technical assistance and the development of program and policy recommendations that advance statewide waste reduction and transition the state to a more sustainable circular economy.
Key Responsibilities: - Analyze key programmatic metrics and recycling market data to inform strategic planning for the Section, Division, and Department to achieve statewide waste reduction and diversion goals.
- Support recycling business and manufacturing members of the Environmental Stewardship Initiative (ESI) program in DEACS and recruit new members into the program.
- Identify and secure new sources of funding for recycling infrastructure for the expansion of NC's circular economy and execute associated agreements/contracts.
- Engage with national, state, and local stakeholders, identify mechanisms to leverage funding resources, policies, agreements, and other initiatives to reduce waste and improve environmental performance.
- Produce statutory reports to the General Assembly, evaluating and identifying appropriate policy options, and conducting follow-up to help ensure the success of legislative initiatives.
- Develop publications, reports, guidance documents, articles for regional and national publications and presentations to highlight best management practices, market trends, and policy analysis that advances effective sustainable materials management and the growth of the circular economy.
The Division of Environmental Assistance and Customer Service:The mission of the Division of Environmental Assistance and Customer Service (DEACS) is to protect and improve North Carolina's environment and economy through customer-focused assistance, greater understanding of environmental permitting and compliance, wider adoption of sustainable practices, increased recycling and reduced waste disposal and reduced impacts from resource consumption. DEACS is the lead state agency on pollution prevention strategies and waste reduction.
As one of the programs within the Division, the Recycling and Materials Management Section (RMMS) focuses on waste reduction and recycling issues for industries, businesses, local governments, institutions, and state agencies within North Carolina. The Section plans and conducts programs to source reduce waste and increase the recovery of discarded materials. It is responsible for supporting the improvement of local government recycling program performance and promoting and developing markets for recyclable materials. To facilitate the transition to a more sustainable, circular economy in North Carolina, RMMS houses the Recycling Business Assistance Center (RBAC) that provides economic and market development services for the recycling industry. Together, the Section works to implement state policies and legislation to address the wide range of discarded products and materials and conducts evaluations of the success and benefits of waste reduction efforts in North Carolina.

- Demonstrated experience with program development, including technical writing, analytical skills, and/or grant writing.
