Description Job Title: Sr. Oracle Database Administrator Clearance Required: US Citizen, Public Trust Level 6 (National Agency Check with Inquiries (NACI)) Work Location: Remote: Asheville, NC; Boulder, CO; Stennis, MS; Silver Spring, MD. NCEI operates four duty stations: Asheville, NC; Boulder, CO; Stennis, MS; and Silver Spring, MD. NCEI Asheville is the preferred location. However, this contract does support a remote workforce. If the candidate is remote, the candidate must be able to travel up to 4 weeks of the year to Asheville for training purposes. Some travel to CO may be required. Alpha Omega is seeking a qualified Senior Oracle Database Administrator to join our current team supporting NOAA's National Centers for Environmental Information (NCEI). To meet NOAA and NESDIS mission objectives, NCEI ingests large volumes of data and is engaged in substantial software development to produce authoritative data sets and derived products and services. NCEI ingests, archives, and stewards NOAA's observational data, model outputs and derived information for private and public use, while also generating products and services. Our contract Team supports the NCEI mission by providing system administration support for NCEI infrastructure, data management and software development activities. Today, NCEI operates two data centers-one in Asheville and one in Boulder. The NCEI IT Support Service contract staff maintain the IT and network infrastructure at both data centers. This position requires an experienced Subject Matter Expert (SME) that will have sufficient hands-on experience to architect, recommend, and implement database solutions derived from requirements provided by NCEI stakeholders, which includes NCEI leadership, science teams, and data stewardship teams. The person in this position must possess the ability to communicate effectively and influence NCEI staff and leadership regarding best practices and database administration policies. Demonstrated experience with the operation, management, and sustainment of on-premises relational database server systems is critical to supporting the NCEI mission. With NCEI's transition to the cloud, demonstrated cloud migration and cloud database service knowledge is desired. The primary relational database service supporting the NCEI mission today is based on Oracle Enterprise Edition 19c. Oracle databases have been an integral part of the NCEI mission for decades and require daily maintenance and support. The Senior Oracle Database Administrator is responsible for monitoring, troubleshooting, maintaining, reporting, and upgrading the Enterprise Oracle environment at NCEI. Key Responsibilities: Determine requirements for new relational and non-relational databases Develop recommendations and solutions for new database initiatives Controlling and monitoring user access to the databases Monitoring and optimizing the performance of the databases Determine, enforce, and document database policies, procedures. and standards Troubleshoot Oracle database performance incidents and problems across Dev, Test, and Production environments Perform database and software lifecycle activities to ensure highest level of system performance and availability and compliance with business requirements Perform Oracle database and application server administration Modify database structures, as necessary, from requirements and DDL provided by application developer teams Perform backup, data integrity validation, and restoration activities related to databases using systems such as Oracle Recovery Manager (RMAN), Tivoli Storage Manager (TSM), and operating system scripts Use high-speed transaction recovery techniques and recover from database backups Ensure compliance with the Oracle license agreement Identifying areas for improvement in the current systems Ownership of Database tasks and deliverables in Project Plans Perform requirements gathering, planning and execution of approved migration activities to other database platforms, including "cloud" platforms Analyze data stored in the database and make recommendations relating to performance and efficiency as it relates to data storage Develop and maintain documentation related to database technology Required Qualifications: Education: Bachelor's Degree or equivalent in Computer Science or related field; demonstrated relevant experience and skillsets will be considered Experience/Skills: 8 years of experience in database administration and development primarily in Oracle, but also familiarity with other databases (PostgreSQL, MariaDB) Demonstrated problem-solving skills and ability to logically analyze complex processes and systems Superior analytical and troubleshooting skills Strong understanding of RDBMS concepts, principles, and security Oracle experience should include: RMAN, partitioning, parallel query, performance tuning, Enterprise Manager, APEX and demonstrated fluency in SQL and PL/SQL. Strong working knowledge (6 recent years) of Linux OS System Administration. This includes in-depth knowledge and experience with troubleshooting and resolving incidents and problems through the shell (command line interface) Extensive experience (4 recent years) with Linux shell scripting (e.g. BASH, KSH, etc.) Write and debug complex Structured Query Language (SQL) Excellent verbal and written communication skills Hands-on experience with database standards and end user applications Excellent knowledge of data backup, recovery, security, and integrity Proven experience with database design, documentation, and coding Previous experience with database case tools, IDEs and CLIs Familiarity with programming languages, libraries, and APIs Problem solving skills and ability to think algorithmically Experience with Git, GitLab Strong bias toward action, delivery, and implementation Preferred Qualifications: Federal government experience a definite plus Previous experience providing database system administration support for a scientific community Working experience with other relational databases, including PostgreSQL and MariaDB Familiarity with cloud-based technologies and processes, with a focus on AWS AWS RDS experience and migrating relational databases from on-premises to the cloud is desired Familiarity with non-relational data technologies, for example graph databases, key-value databases (Redis, AWS DynamoDB), search/analytics engines (ElasticSearch), vector databases etc. Strong knowledge of the full software development lifecycle, with exposure to Agile or iterative approaches to delivery Preferred Certifications: Oracle Database Administration 2019 Certified Professional certification Benefit Information: Joining the Alpha Omega team entitles you to participate in all retirement benefits, plans of deferred compensation, health and insurance benefits, and other such benefits as set forth in the company's policy and benefits manuals.
