Description The City of Richmond
Department of Public Utilities - Storm Water Utility/Water Resources Division is seeking a highly qualified candidate to fill the
Engineer, Senior position. This position provides professional civil engineering review for a variety of public, commercial, industrial and residential construction projects. The selected incumbent will be considered a subject matter expert with a high level of knowledge, providing consultation the other engineering staff and management.
The selected incumbent will be responsible for performing civil plan review services for various permit applications with quality within deadlines. The reviews shall be performed based on compliance with applicable City codes, State, and federal regulations, which may include: reviewing construction documents, reviewing hydrology and hydraulic analysis calculations and reports, responding to permitting and code questions, performing site inspections, entering data into database and issuing permits, attending and facilitating planning and design meetings with all stakeholders; preparing reports for State and federal agencies, and maintaining logs and permit records.
The selected candidate will work to bridge the gap between development and the environment, between engineering and conservation. In addition they will perform and oversee developmental plan reviews for future projects in accordance to state and federal programs.
Duties include but are not limited to - Performing civil plan reviews and write review comments for various audiences, including but not limited to reviewing engineering design concepts, civil plans, hydrology and hydraulic analysis, storm sewer design calculations, run off models and reports, and stream study reports based on applicable local, State and federal regulations.
- Responding to permitting and code questions, entering data, maintaining database, issuing permits, interprets, and analyzes engineering data for comments, and maintaining logs of permit and BMP records.
- Utilize Energov permitting, GIS Map, pdf software, permitting database, and hydraulic and hydrologic modeling software in plan reviews.
- Establishing and maintaining effective working relationships with internal and external customers.
- Performing review of storm water quantity detention and control system design;
- Performing review of storm water quality spreadsheets.
- Ensuring all aspects of assigned projects are in compliance with Federal, State, and local rules and regulations.
- Reviewing and approving as-built plans of post-construction Stormwater BMPs, bond estimates, MS4 permit data tracking on plans, construction certificates, and daily tracking of permit applications;
- Advising the public of floodplain information, Chesapeake Bay exception information, perennial stream determinations, pre-site plan review, inter-agency CIP project review, building and trade permitting approval as well as occasional site visits and stream determination;
- Assisting with intake of permit applications by citizens via in person, mail or electronically;
- Coordinates with engineering consultants, contractors, colleagues, and other departments on projects and in scheduling meetings, resolving issues, providing guidance and direction, etc. Attending meetings for development review to assist the public with due diligence requirements prior to submitting for applications;
- As assigned, performs administrative duties such as reviewing invoices and applications, issuing approvals for payment, and resolving payment issues.
- As assigned, attends project design, progressive, and other meetings. Attends trainings and various tests such as system/equipment functional and performance tests.
- Prepare various reports as assigned.
Qualifications, Special Certifications and LicensesMINIMUM TRAINING AND EXPERIENCE:- Bachelor's Degree in engineering
- Three years of engineering experience
- An equivalent combination of training and experience (as approved by the department) may be used to meet the minimum qualifications of the classification
LICENSING, CERTIFICATIONS, and/or OTHER SPECIAL REQUIREMENTS:- Some assignments may require a valid Driver's License with a satisfactory driving record and a valid Commonwealth of Virginia Driver's License within 30 days of hire
MINIMUM TRAINING AND EXPERIENCE:- At least four (4) years of plan reviewing experience
- Professional Engineer (PE) Certification
- Certified plan review
- Certified Floodplan Manager
