OverviewThis position is located within the River Corridor and Floodplain Protection section of the Vermont Rivers Program. This position will serve as an Engagement & Community Support Floodplain Manager. This position will work under the Flood Hazard Mapping Coordinator to assist in coordination and implementation of the state's floodplain management outreach & training program. The position requires working both independently and collaboratively to plan and implement the Program's outreach and engagement priorities.
The person in this position can potentially have a primarily telework or hybrid schedule, with occasional time in the office or working with communities when required, especially during the initial training period.
Depending on the successful candidate's experience and background, roles that this position may work on include:
- Develop and support training outreach efforts for municipal officials and other stakeholders.
- Coordinate and work with other partners on training and outreach efforts.
- Coordinating and inputting data from the Regional Planning Commissions & municipalities regarding FEMA flood map updates.
- Basic proficiency in ArcGIS, including the ability to produce maps to support public discussion and decision-making.
- Maintain and update existing websites for the River Corridor & Floodplain Protection Program (Flood Ready, Flood Training), & updating data hosted on these sites.
- Other duties to support the existing River Corridor & Floodplain Protection Program staff. This may include:
- Assistance and coordination with the Program on post-flood recovery and response technical assistance and outreach, especially around training to municipal partners; supporting outreach and training.
- Supporting program technical assistance and support to individuals, municipalities, consultants, and state agencies regarding flood hazards (both inundation and river corridors), flood resilience, or hazard mitigation alternatives in Vermont. Q
Qualified candidates will have:
- Background and experience in public outreach and education.
- Working knowledge of floodplains and natural river systems.
- Excellent written and verbal communication skills.
- Working with the public and including education in each interaction.
- Demonstrating a commitment or ability to advocate for and cultivate an equitable, diverse, and inclusive environment, and for environmental justice goals.
- Collaborating with partners from a variety of backgrounds.
- Experience or awareness on the use of plain language to communicate complex concepts.
- The use and application of ESRI ArcGIS mapping software.
Preferred skills include:
- Experience working on websites or social media.
- Experience with FEMA's National Flood Insurance Program (NFIP) and Hazard Mitigation Assistance (HMA) programs.
- Familiarity with or working knowledge of riverine hydrology/hydraulics and fluvial geomorphology.
- Experience building consensus and support in the development of programs and trainings.
- Certified Floodplain Manager (CFM) certification a plus.

Environmental FactorsDuties are largely performed in an office setting; however, some field travel may be necessary for which private means of transportation must be available. Field work may involve exposure to chemicals, gases, hazardous liquid and solid waste, construction sites during all weather conditions and may involve traversing rough terrain and bodies of water. Some work outside of regular working hours, including attendance at public meetings, may be required. Strong differences of opinion may be encountered on a regular basis.
Minimum QualificationsMaster's degree or higher in a biological-life or physical science, engineering, a social science, data science, or an environmental or natural resources field.
OR
Bachelor's degree or higher in a biological-life or physical science, engineering, a social science, data science, or an environmental or natural resources field AND one (1) or more years of experience in a natural resources field.
OR
Four (4) years or more of experience in an engineering, environmental, social science, data science, or natural resources field.
