DefinitionPlans and directs the Akron Waterways Renewed (AWR) and sustainability programs to provide environmental stewardship, maintain compliance with environmental regulations, and protect Akron's drinking water, wastewater, and storm water assets. Works under the general administrative and policy direction of the Director of Public Service.
Characteristic Work Manages and directs all activities of the AWR and sustainability programs. Meets with members of City Council, other City divisions, federal, state and local agencies, utility companies, consultants, contractors, developers, news media, and public to explain policies and actions and provide information and resolve conflicts. Supervises communication and community outreach with federal, state, and other local governmental officials, developers, consultants, contractors, suppliers, utility company representatives, the press, news media, and the general public. Works with legal staff and consultants to negotiate Integrated Planning (IP) efforts, revisions and/or updates to the City of Akron Consent decree, CSO Long Term Control Plan, and Akron's Drinking Water Asset Management Plan. Works with City departments to review storm water management, sewer, and water system portions of all capital projects. Administers and negotiates consultant contracts. Works with various City departments to ensure regulatory compliance. Maintains official contact with federal, state, and other local governmental officials to stay abreast of applicable regulatory requirements that impact the AWR and sustainability programs. Selects, develops, and trains personnel to assure excellence in performance. Ensures subordinate employees adhere to City and departmental policies, procedures, rules, and regulations. Uses a computer to research environmental policies, rules and regulations, manage projects, and create reports and correspondence. Drives to meetings, training, and site visits. Performs related work as required.
Minimum Qualifications Graduation from an accredited college or university with a baccalaureate degree in Environmental Law, Environmental Science, Engineering, or a related field and a minimum of five years of paid experience in environmental law, public utilities management, natural resources management, or industrial management. Possession of a valid State of Ohio driver's license.
Extensive knowledge of the principles, methods, and techniques of utilities administration. Extensive knowledge of the engineering principles and techniques in design, construction, and maintenance of water and wastewater collection, treatment, storage, distribution, and disposal. Extensive knowledge of fiscal planning and management in utilities administration. Extensive knowledge of federal, state, and local laws, regulations, agreements, and programs governing or bearing on resource protection, water pollution control, and utilities administration. Extensive knowledge of Ohio EPA, and USEPA policies and procedures for construction grants, loans, contract administration, sewer systems, and storm water management.
Skill in the use of computers with standard and customized business software. Ability to plan and manage the AWR and sustainability programs. Ability to meet established deadlines. Ability to identify potential system failures and compliance issues. Exceptional ability to establish and maintain effective and cooperative relationships with consultants, contractors, utility company representatives, suppliers, developers, other City divisions, and federal, state, and municipal agencies. Ability to read and decipher complex regulations, contracts, and agreements. Exceptional ability to communicate orally and in writing. Ability to plan, direct, train and supervise. Ability to safely operate a motor vehicle. List of essential functions available upon request.
