Salary: (Base salary) GS13- $88,520.00-$115,079.00

Mission Statement: The mission of the FBI is to protect the American People and uphold the Constitution of the United States.
Major Duties Serves as the primary subject matter expert for occupational safety and health matters within their area of responsibility (AOR) (field office region). Develops and implements environmental, safety, and health (ESH) programs-including policy, procedures, tools, templates, training, etc.-to all FBI employees within their AOR. Advises FBI managers, supervisors, collateral duty safety and health officials, ESH committees, and personnel of applicability of Occupational Safety and Health Administration (OSHA) standards and Environmental Protection Agency (EPA) requirements, as well as other sound ESH practices. Responsible for providing, on a day to day basis, Occupational Safety and Environmental Program (OSEP) services which include but are not limited to the following:
- Program Development, Implementation, Management, and Oversight: Interpret and apply regulations, standards, and ESH procedures, including fire prevention/protection, occupational safety and health, and environmental protection. Develop, implement, and manage ESH programs within AOR to include policy writing and development of standard procedures and implementation tools. Provide support for solving ESH-related problems/issues within AOR (e.g., OSHA notification, hazardous waste disposal, EV charging station installation).
- Develop and provide FBI-specific training to a variety of audiences. Training may be on-the-spot, virtual, or formal training in a classroom setting. Consult with customers on training needs and determine provider if not FBI personnel.
- Conduct after-action reviews of incidents to determine root cause. Incidents include injuries, illnesses, and environmental mishaps. Identify opportunities for hazard mitigation and/or program improvement, and provide recommendations for eliminating or minimizing unsafe conditions and/or practices. Assist customers in implementing recommendations.
- Strategic Planning and Project Management: Work with Unit leadership to determine priorities for program implementation, improvement, and review. Develop and submit budget requests to support program priorities.
- Work with/oversee cadre of collateral duty ESH officers to ensure programs are implemented within their AOR. Develop and implement training and procedures for collateral duty officers. Establish and maintain liaison and cooperative relationships with other FBI staff with ESH program equities (e.g., medical, operational response), as well as outside agencies (e.g., OSHA)-both at the headquarters and local level.
- Coordinate with owning division and other participating divisions on safety procedures when planning for special events and natural/man-made disaster response. Perform hazard assessments, and make recommendations for hazard mitigation measures for incorporation into the site or event safety plan. Provide training and safety briefs to participants on the plan when needed.

Specialized Experience (SE): GS-13: Applicant must possess at least one (1) year of specialized experience equivalent to the GS-12 grade level. SE is defined as follows:
- Experience in or related to safety and occupational health that provided the specific knowledge, skills and abilities to perform successfully the duties of the position. Examples of qualifying specialized experience include:
- Experience inspecting or surveying workplaces, processes, products or other systems for compliance with established safety and occupation health policies or standards and identifying potential new hazards.
- Experience developing and implementing programs to reduce the frequency, severity, and cost of accidents and occupational illnesses.
- Experience applying safety and occupational health laws, regulations, principles, theories, practices, directives, and procedures to advise on or resolve technical matters dealing with occupational safety and health requirements. This includes developing and recommending safety and occupational health policy to higher levels of management.
- Experience training workers, supervisors, managers, or other safety and occupational health personnel in safety or occupational health subjects.
- Experience developing safety and occupational health standards, regulations, practices and procedures to eliminate or control potential hazards.
