Oneida Environmental (OE) has an immediate opening for NEPA Program Leader/Manager in Jacksonville, FL. Key Responsibilities: Lead, organize and manage : Lead and organize staff members to support NEPA project requirements while accomplishing business unit and OESC goals. Control expenditures within limitations of the business unit and project budget. Manage people and equipment in a manner that utilizes their full capacity while allowing project completion in a timely and efficient manner. Lead, mentor and grow personnel within the program and foster cooperation and coordination of subject matter experts in other Business Units as necessary to successfully perform NEPA contract requirements. Client satisfaction : Monitor client satisfaction with performance through periodic meetings, telephone calls, and written correspondence. Keep the Conservation Business Unit Director (BUD) informed on matters likely to cause unfavorable client relations, and solicit their guidance and assistance in overcoming such problems. Business Development : Develop and direct business development strategies that align with company business development growth objectives, with a focus on NEPA pursuits. Work with Operations and BD teams to achieve objective growth of 10% to 15% per year. Marketing : Develop federal and local commercial markets. Assist in developing company-wide marketing strategies. Assist with select elements of larger IDIQ proposals being prepared by the OESC BD group. Interface and co-market with personnel located in other offices. Relationships : Establish and maintain relationships with clients at multiple levels to achieve OESC growth goals, including visits with senior client representatives. Participate in client-sponsored meetings, seminars, or industry days. Serve as Program or Project Manager as well as Client Service Manager as appropriate. Assist and mentor project managers in developing and maintaining client relationships. Review and approve all formal communication with clients, including invoices and contractor pay requests. Budget : Assist BUD in annual budget development by developing a financial budget for the NEPA program that includes monthly revenue and cost projections. Manage and develop the assigned Business Unit growth goal of 10% per year. Control expenditures within limitations of budget. Reporting : Assure timely submittal of monthly project reports, quarterly progress reports and track Accounts Receivable for NEPA projects and minimize collections over 60 days. Prepare interim and completion project reports. Personnel Management : Carry out supervisory responsibilities in accordance with OESC policy and applicable laws. Assist subordinate managers with administrative responsibilities, including interviewing, hiring, and training; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints; and resolving problems. Ensure all assigned staff maintains their chargeable time goals. Prepare and update job descriptions and performance evaluations for all assigned staff; recommend annual salary adjustments and position reclassifications for all assigned staff. Opportunity Assessments : Evaluate all RFPs that involve the BU in terms of risk, win-percentage and profitability. Make informed “go or no-go” decisions with assistance of proposal team and DOO. Assemble team partners as needed. Participate in the development of and provide final review all BU proposals. Program and Project Management : Supervise project managers and assist subordinate managers with selection and placement of personnel. Participate as Project Manager on key projects, as needed. Manage subordinate managers who oversee technical and administrative staff in the assigned Business Division. Support intercompany resource sharing as needed for proposal success and successful project execution. Review planning documents and designs for compliance with current NEPA standards and scientific principles, company QC protocols, customer contract requirements, and related specifications. Coordinate activities concerned with technical developments, scheduling, and resolving engineering design and scientific problems. Direct integration of technical activities. Assure adequate QC of all project submittals. Quality & Risk Management : Direct integration of technical activities within the business unit. Coordinate activities concerned with technical developments and scheduling; resolve engineering design, scientific, and construction-related problems. Coordinate evaluation and approval of design changes, specifications, and drawing releases. Ensure competent peer review of all documents in accordance with company quality assurance & risk guidelines. Confirm compliance with engineering and scientific principles, company standards, customer contract requirements, and related specifications. Promotion of Health and Safety Orientated Culture: Work with H&S leaders within the company to put high priority on integrating H&S into all tasks and initiatives, and promote the importance of H&S to subordinates and senior management. Demonstrated experience leading strategy development with capture planning teams for new proposal efforts. Ability to establish and meet proposal schedules, and uphold and deliver proposal commitments and content to partnering companies. Ability to create opportunities to become viewed as a durable, credible competitor within each of OESC’s key service areas. Budget preparation, management, and analysis: Proven history of financial management and budget administration. Ability to plan, track, and deliver comprehensive business unit functions according to budgetary estimates. Ability to critically examine historic budget targets/performance and correlate business unit budget to company financial performance against targets. Demonstrated experience in reliably forecasting budget requirements in accordance with federal government procurement trends and the requisite expenditures for successful business growth. Planning: Ability to think ahead and plan over a 2-3 year time span. Management: Ability to organize and manage multiple priorities. Technical competence: Demonstrated technical proficiency in one or more key service areas provided by the company, with a primary expertise in NEPA and Cultural/Natural Resources. Demonstrated ability to understand and interpret key business elements associated with successful delivery of projects in all business service offerings. Demonstrated ability to understand basic risk and opportunity elements of major service offerings of the company. Communication skills: Ability to read, analyze, interpret and explain common technical journals, financial reports, and legal documents. Ability to respond to common inquiries or complaints from customers, regulatory agencies, or members of the business community. Ability to develop and present speeches and articles for publication that conform to prescribed style and format.
