It has five operating businesses across two physical locations in the City of Long Beach, CA, and the City of Huntington Beach, CA, respectively. The AES Alamitos site in Long Beach includes a conventional once-through cooling (OTC) gas-fired power plant, a combined-cycle gas turbine (CCGT) power plant, and a battery energy storage facility. Meanwhile, the AES Huntington Beach site in the City of Huntington Beach has a conventional OTC gas-fired power plant and a CCGT power plant. The AES Southland Environmental team is seeking a highly skilled Environmental Coordinator (Environmental Compliance Specialist) with expertise in California environmental laws and regulations for the Huntington Beach site. Reporting to the Southland Environmental Manager and collaborating closely with other members of the Southland Environmental Team, the Environmental Coordinator will play a pivotal role in ensuring that all environmental compliance obligations for AES Southland are met diligently and timely. The incumbent will primarily manage the comprehensive environmental compliance program for the Huntington Beach OTC gas-fired plant. Additionally, the individual will provide environmental compliance support for the CCGT plant in the same Huntington Beach site. This role is structured to facilitate professional development and knowledge enrichment and offers opportunities for career progression within the team. Responsibilities: Lead and manage the environmental compliance program for the AES Huntington Beach OTC gas-fired plant, ensuring compliance with all issued permits and applicable local, State, and Federal environmental laws. Work closely with the environmental staff at the Huntington Beach CCGT facility to ensure sitewide compliance with all applicable shared environmental permits and requirements throughout the site. Ensure the facility-specific environmental compliance matrix, calendars, and all environmental permits are current and accurate and that all facility systems and processes comply with permit conditions. Serve as a technical expert on environmental compliance to the site and deliver effective compliance instructions, guidance, support, and training to plant personnel. Provide environmental compliance support or leadership to various OpEx and CapEx projects across AES Southland, as needed. Report promptly on environmental deficiencies or excursions, actively lead or assist in investigations, and offer sound mitigation and corrective action recommendations and support. Prepare monthly, quarterly, semi-annual, and annual air quality, water quality, and waste compliance reports for various regulatory agencies, including, but not limited to, the State and Regional Water Quality Control Boards, South Coast Air Quality Management District (SCAQMD), California Air Resources Board (CARB), US EPA, local Certified Unified Program Agencies (CUPA), and the California Energy Commission. Prepare quarterly, annual, and ad-hoc internal environmental and sustainability reports to various departments within the company. Ensure efficient and timely execution of all required monitoring, sampling, analysis, testing, internal inspections, instrument calibrations, and recordkeeping per applicable permits and regulations. Support the implementation and continuous improvement of the AES Southland Environmental Management System. Participate in the company’s internal and external environmental audits as required to drive continuous improvements on the company’s environmental compliance performance. Assist in business planning and developing and tracking the site-specific environmental budget. Qualifications: 7 years of proven professional environmental compliance experience with a strong working knowledge of California environmental regulations. A bachelor’s degree in environmental science, Environmental Engineering, or a related field. Excellent communication and interpersonal skills, capable of working effectively in a team environment and independently. Ability to work under pressure and meet tight deadlines while managing multiple priorities. Strong analytical and problem-solving abilities. Detail-oriented with a commitment to producing high-quality work. Willingness to work flexible hours occasionally in response to emergencies. Proficiency with MS Office Suite (e.g. Word, Excel, PowerPoint). Work may require travel to other Southland facilities occasionally. Must be able to obtain a TWIC Card successfully. Must be currently authorized to be permanently employed in the United States. Valid California driver’s license. Skills: Extensive experience with environmental compliance management in an industrial facility. Experience in the energy or power industry is a plus. Advanced knowledge or experience in air quality compliance, especially related to Title V major sources, SCAQMD RECLAIM Major Sources, and CEMS compliance with SCAQMD and the EPA is highly desirable. Substantial knowledge and experience in water compliance, especially with site-specific NPDES permits or IGP permits, will also be considered favorable.
